FEMA obligated an additional $1.6 billion through post-disaster contracts, which are established after disasters hit.

Providing disaster relief in a timely manner is essential, while adhering to contracting laws and regulations helps safeguard taxpayer dollars. Following Hurricane Katrina, Congress passed PKEMRA to improve FEMA's disaster contracting. GAO was asked to review FEMA's disaster contracting practices. This report assesses the extent to which FEMA (1) made efforts to build and manage its contracting workforce and structure since PKEMRA, and (2) adopted PKEMRA reforms and demonstrated good management practices for disaster contracting. GAO analyzed data on FEMA's workforce from fiscal years 2005 through 2014, reviewed workforce guidance, and reviewed 27 contracts-including 16 selected through a random sample and 11 through a nonprobability sample based on factors including high cost-to determine the extent to which PKEMRA provisions were met. GAO also met with contracting officials.

In 2017, Hurricanes Irma and Maria damaged much of the electricity grids' transmission and distribution systems in USVI and Puerto Rico. Chapter 2 provides information on federal support for restoring the electricity grids in Puerto Rico and USVI and factors affecting this support. In 2017 two major hurricanes -- Irma and Maria -- caused extensive damage throughout Puerto Rico. Chapter 3 describes FEMA's Public Assistance spending in Puerto Rico and oversight efforts of federal recovery funds, and initial challenges with the recovery process. Chapter 4 provides information on DRF funding provided to Puerto Rico as a result of assistance associated with a major disaster. The primary focus of the territorial and federal efforts thus far has largely been on restoring electric power in Puerto Rico as reported in chapter 5. In September 2017, two major hurricanes -- Irma and Maria -- struck the USVI, causing billions of dollars in damage to its infrastructure, housing, and economy. Chapter 6 describes the status of FEMA's Public Assistance program funding provided to the USVI in response to the 2017 hurricanes as of October 1, 2018, and the USVI's transition to implementing the Public Assistance alternative procedures in the territory. Chapter 7 provides information on DRF funding provided to the U.S. Virgin Islands as a result of assistance associated with a major disaster. Chapter 8 provides information on DRF funding provided to Florida as a result of assistance associated with a major disaster. Chapter 9 provides a brief overview of the major disaster declaration process and federal assistance programs potentially available to those affected by the 2019 flooding in the Midwest. Following Hurricane Katrina, Congress required FEMA to establish advance contracts for goods and services to enable the government to quickly and effectively mobilize resources in the aftermath of a disaster. Chapter 10 assesses FEMA and USACE's use of advance contracts, FEMA's planning and reporting of selected advance contracts, and challenges, if any, with FEMA's use of these contracts. Chapter 11 addresses the extent to which federal agencies obligated funds on post-disaster contracts in response to the these events, and selected agencies experienced challenges in the planning of selected contracts.

FEMA, a component of DHS, provides preparedness grants to state, local, tribal, and territorial governments to help prepare for, prevent, protect against, respond to, recover from and mitigate terrorist attacks or other disasters. The objectives of chapter 3 are to determine the extent to which FEMA is implementing leading practices for reengineering its grants management processes and incorporating needs into IT requirements; assess the reliability of the program's estimated costs and schedule; and determine the extent to which FEMA is addressing key cybersecurity practices. Federal agencies directly awarded $20.5 billion in contracts nationwide between fiscal years 2005 and 2011 for recovery efforts related to these hurricanes. These contracts are subject to federal procurement regulations and, in most cases, are generally subject to certain goals to increase participation by small businesses. This statement is based on a report we issued in July 2010, which discussed the extent to which Gulf Coast small businesses received federal contract funds for recovery efforts, with data on contract funds updated through fiscal year 2011 where possible. More specifically, the statement discusses (1) the amounts that small businesses nationwide and small businesses in four Gulf Coast states received directly from federal agencies through contracts for relief and recovery efforts related to Hurricanes Katrina and Rita; and (2) the extent to which four agencies--the U.S. Army Corps of Engineers (Corps), Department of Homeland Security (DHS), Department of Defense (DOD) excluding the Corps, and General Services Administration (GSA)--monitored subcontracting accomplishment information as required for selected contracts.

Analyzing what went wrong and examining available acquisition concepts, organizations, processes, and technologies that could be leveraged for future disaster responses is the focus of our MBA project. The project2s product provides some proposed solutions to assist FEMA2s acquisition mission, along with some recommended technologies for executing these solutions.
