Book excerpt: Success has been hard to attain in recent years in multilateral disarmament and arms control work. Political problems exist, but they are not the sole problem. Obstacles to progress can be the unintended consequences of past practice, or they can stem from the complex challenges those involved must deal with. Aspects of multilateral disarmament practice compound cognitive challenges that individuals face in managing their perceptions and interactions with others. While there is no way to ensure success in disarmament endeavours, multilateral practitioners can improve the chances by recognising and harnessing cognitive diversity, as humanitarian perspectives in disarmament processes have shown. This book discusses practical suggestions to help achieve this.

It describes the high-level diplomatic bargaining efforts to consolidate in Russia the nuclear weapons based in newly independent Belarus, Kazakhstan and Ukraine and to strengthen central control over these weapons. It surveys the problems associated with dismantling nuclear weapons and the difficulties involved in safely storing and disposing of large stockpiles of fissile material. It reviews the key provisions of the principal nuclear arms control measures and initiatives, including the START I and START II treaties. Finally, the book assesses the contribution of international assistance programmes to the denuclearization process under way in the former Soviet Union.

Book excerpt: This book revisits post-Cold War Disarmament Disintegration and Reintegration (DDR) programmes in the light of previous experiences of disarmament, demobilisation and reintegration. In the history of North America and Europe, in particular, such programmes had a major impact on state-building, contributing to the development of the welfare state, shaping political settlements and directing government policy to maintain social peace. The authors in this important book ask what is left of these state-building dimensions in contemporary DDR programmes and whether the constraints imposed by international organisations on DDR programmes have more negative effects than positive ones. The role of political leadership in DDR processes is highlighted: can bureaucratically-driven processes deliver success? Only if political elites take full control and manage DDR programmes can there be a lasting impact on state-building. Even then, most political elites avoid deep changes in their relationship with the veterans. Is there a chance of reshaping international intervention in such a way as to favour the development of a 'social contract' between political elites and veterans? In taking a historical perspective, this book is unique in the existing literature on DDR and will be essential reading for policy makers, students and scholars of conflict studies, and those working in NGOs, particularly donor agencies.
