Book excerpt: Persons with disabilities make up just one of many groups in society that are systematically marginalized and disadvantaged. Gender, ethnic and religious diversity, poverty, age, homelessness, levels of education and literacy, gender preference and diversity, and geographic isolation are just some of the characteristics that can define social exclusion. The World Bank and the Global Facility for Disaster Reduction and Recovery (GFDRR), with support from the Canadian government, have established the Canada-Caribbean Resilience Facility (CRF) as a single-donor trust fund aimed at achieving more effective and coordinated gender-informed climate-resilient preparedness, recovery, and public financial management practices in nine targeted CRF-eligible countries. The CRF is supporting, disability inclusive disaster risk management (DRM) as an essential element in building this societal resilience. The primary purpose of this assessment is to understand gaps better in the inclusion of persons with disabilities in national disaster risk management (DRM) and climate resilience (CR) processes and strategies in Antigua and Barbuda, Belize, Dominica, Grenada, Guyana, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and Suriname. The report is based on the recognition that collectively people with disabilities are systematically marginalized and excluded from full and equal participation in society and societal processes. Primarily, the reasons are barriers to access that are both structural and nonstructural. These barriers can be removed or mitigated through effective social policy, implementation of existing norms and standards, and public will. The assessment will provide recommendations that make preparedness and recovery efforts more disability inclusive.

The chapters include an evaluative analysis on the extant theoretical and empirical literature on persons with disabilities in employment, exploring the nature of their disability, the role of information technology in gaining and retaining employment, and an analysis of the laws and relevant policies which prohibit the discrimination against persons with disabilities in the Caribbean region. Though the enactment of legislation outlawing the discrimination of persons with disabilities is not widespread in the Caribbean, a few select territories have taken positive steps towards recognition of the need to achieve inclusion of persons with disabilities and accept the diversity of the Caribbean populace. After exploring the general state of disability and discrimination in the Caribbean region, the authors analyze workplace accommodations provided to persons with disability, particularly as relations to IT and assistive devices, before focusing on workplace stigmas related to mental health disability and employment law. In addition to literature-based analyses, the book includes qualitative case studies, with the goal of providing benchmarks in organizational responses to employees with disabilities. Further, the authors highlight lessons to be learned from other countries in addressing inequality in the workplace for disabled persons. With its analysis of employment as well as socio-economic and legal issues, this interdisciplinary text will serve as a useful resource in not only understanding the organizational challenges faced by persons with disabilities in the region but also the necessary legislation needed to address discriminatory practices on a wider scale.

Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

It is intended for policy makers, academics, activists and development partners - indeed anyone who is curious about how to address inclusion in a world that is witness to intense demographic, spatial, economic and technological transitions. Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.

Climate change affects countries in Eastern Europe, i.e. the Western Balkans and Southeast Europe in a variety of ways. Apart from severe floods, there are reports of decreasing water reserves in the southern regions, and of gradual changes in biodiversity and agricultural production. In the South Caucasus area, for instance, climate change models project a decline in precipitation and suggest that it will continue to become drier this century. Many Eastern European countries, especially the non-EU ones, have weak national climate policies, and transboundary collaborations, as well as limited public engagement in matters related to climate change. As a result, climate change poses a serious threat to their economic stability and development and to the sustainable development of the region. The above state of affairs illustrates the need for a better understanding of how climate change influences Eastern Europe, and for the identification of processes, methods and tools that may help the countries and the communities in the region to adapt. There is also a perceived need to showcase successful examples of how to cope with the social, economic and political problems posed by floods/droughts in the region, especially ways of increasing the resilience of agriculture systems and of communities. Addressing this need, the book presents papers written by scholars, social practitioners and members of government agencies involved in research and/or climate change projects in Eastern Europe.

Such statements, all too commonplace, assess the severity of disasters by no other measure than the damage inflicted on buildings, infrastructure, and agricultural production. But $1 in losses does not mean the same thing to a rich person that it does to a poor person; the gravity of a $92 billion loss depends on who experiences it. By focusing on aggregate losses—the traditional approach to disaster risk—we restrict our consideration to how disasters affect those wealthy enough to have assets to lose in the first place, and largely ignore the plight of poor people. This report moves beyond asset and production losses and shifts its attention to how natural disasters affect people’s well-being. Disasters are far greater threats to well-being than traditional estimates suggest. This approach provides a more nuanced view of natural disasters than usual reporting, and a perspective that takes fuller account of poor people’s vulnerabilities. Poor people suffer only a fraction of economic losses caused by disasters, but they bear the brunt of their consequences. Understanding the disproportionate vulnerability of poor people also makes the case for setting new intervention priorities to lessen the impact of natural disasters on the world’s poor, such as expanding financial inclusion, disaster risk and health insurance, social protection and adaptive safety nets, contingent finance and reserve funds, and universal access to early warning systems. Efforts to reduce disaster risk and poverty go hand in hand. Because disasters impoverish so many, disaster risk management is inseparable from poverty reduction policy, and vice versa. As climate change magnifies natural hazards, and because protection infrastructure alone cannot eliminate risk, a more resilient population has never been more critical to breaking the cycle of disaster-induced poverty.

It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

It is a sad fact that poor communities are often hardest hit and take the longest to recover from disaster. Disaster risk management (DRM) should therefore be taken into account as a major development challenge, and countries must shift from a tradition of response to a culture of prevention and resilience. Learning from Megadisasters: Lessons from the Great East Japan Earthquake consolidates a set of 36 Knowledge Notes, research results of a joint study undertaken by the Government of Japan and the World Bank. These notes highlight key lessons learned in seven DRM thematic clusters—structural measures; nonstructural measures; emergency response; reconstruction planning; hazard and risk information and decision making; the economics of disaster risk, risk management, and risk fi nancing; and recovery and relocation. Aimed at sharing Japanese cutting-edge knowledge with practitioners and decision makers, this book provides valuable guidance to other disaster-prone countries for mainstreaming DRM in their development policies and weathering their own natural disasters.
