Book excerpt: The Voluntary Guidelines on the Marking of Fishing Gear are a tool to contribute to sustainable fisheries, to improve the state of the marine environment, and to enhance safety at sea by combatting, minimizing and eliminating abandoned, lost or otherwise discarded fishing gear (ALDFG) and facilitating the identification and recovery of such gear. The Guidelines assist fisheries management and can be used as a tool in the identification of illegal, unreported and unregulated (IUU) fishing activities. The Guidelines address the purpose and principles, the scope of application and the implementation of a gear marking system and its associated components, including reporting, recovery and disposal of ALDFG or unwanted fishing gear and commercial traceability of fishing gear. The Guidelines also contain special considerations for developing States and small-scale fisheries with a view to capacity development, as well as guidance on conducting a risk-based approach to implementing gear marking systems. The Guidelines are expected to assist States in meeting their obligations under international law, including relevant international agreements and related governance frameworks and the specific requirements for gear marking contained in FAO’s Code of Conduct for Responsible Fisheries. Les Directives volontaires sur le marquage des engins de pêche constituent un outil permettant de contribuer à la pêche durable, d'améliorer l'état de l'environnement marin et de renforcer la sécurité en mer en combattant, réduisant et éliminant les engins de pêche abandonnés, perdus ou rejetés (ALDFG) mais également de faciliter l'identification et la récupération de ces engins. Les Directives favorisent la gestion de la pêche et peuvent être utilisées pour identifier les activités de pêche illégales, non déclarées et non réglementées (INDNR). Les Directives traitent de l'objectif et des principes, du champ d'application et de la mise en œuvre d'un système de marquage des engins et de l’ensemble de ses composantes, notamment la notification, la récupération et l'élimination des ALDFG ou des engins de pêche indésirables ainsi que de la traçabilité commerciale du marquage des engins de pêche. Les Directives contiennent également des considérations spéciales pour les États en développement et les pêcheries artisanales pour le renforcement des capacités, ainsi que des orientations sur le développement d'une approche fondée sur les risques pour la mise en œuvre de systèmes de marquage des engins. Les Directives devraient aider les États à s’acquitter de leurs obligations en vertu du droit international, notamment des accords internationaux pertinents et des cadres de gouvernance connexes, ainsi que des exigences spécifiques en matière de marquage des engins figurant dans le Code de conduite de la FAO pour une pêche responsable. Asimismo, abordan las finalidades y principios, el ámbito de la aplicación y la implementación de un sistema de marcado las artes de pesca y sus componentes conexos, incluidas la presentación de informes, la recuperación y la eliminación de los ALDFG. Contienen, además, consideraciones especiales para los Estados en desarrollo y los pescadores artesanales con miras al desarrollo de capacidad, además de orientaciones para conducir enfoques basados en los riesgos para aplicar los sistemas de marcado de las artes de pesca. Se espera que estas Directrices ayuden a los Estados a cumplir sus obligaciones derivadas del Derecho internacional, incluidos los acuerdos internacionales relevantes y los marcos de gobernanza conexos, además de los requisitos específicos para el marcado de las artes de pesca, estipulados en el Código de Conducta de la FAO para la Pesca Responsable (CCPR).

The study assessed the types and quantities of plastic products, their benefits and trade-offs. Sustainable alternative products or practices were identified for products assessed as having high potential to cause harm to human and ecosystem health or having poor end-of-life management. The report is based on data derived from peer-reviewed scientific papers, governmental and non-governmental organization’s research reports, as well as from industry experts, including relevant trade bodies. The report’s recommendations were verified during extensive consultation and review with FAO and external experts. The authors hope that the study will provide an impetus for discussion about the use of agricultural plastics, their benefits and trade-offs, and ultimately stimulate action to reduce their potential for harm to human health and the environment.

The objectives the report are: summarize current fishing gear recycling technologies; share global case studies of fishing gear recycling initiatives; review the application of circular economy and Extended Producer Responsibility (EPR) principles to fishing gear recycling; discuss trade-offs between available fishing gear recycling options, and recommend best practices for fishing gear recycling under differing socioeconomic and environmental contexts that progress circular economy and EPR principles.

Book excerpt: Abandoned, lost, or otherwise discarded fishing gear, alternately known as ALDFG or ghost gear is the most harmful form of marine plastic litter for marine animals and habitats. It also can impede safe navigation, mars beaches and reefs, and causes economic losses to fisheries and other marine-dependent industries across the globe. While current estimates of the amount of ALDFG in the ocean are not available, a growing body of evidence has documented high rates of ALDFG in fisheries around the world, with coincident costs to fisheries, harm to the environment, and safety risks. Because most fishing gear has significant plastic components, the negative impacts from ALDFG also include less direct but longer term impacts associated with other plastic pollution and microplastics including negative effects on biota, water quality and even human health. Advancing solutions to ALDFG on a global scale has gained momentum with the efforts of the FAO, the United Nations Environmental Program (UNEP), and the IMO through their multilateral fora (COFI, UNEA and MEPC); the publication and endorsement of the Voluntary Guidelines for the Marking of Fishing Gear (VGMFG); the IMO action plan to address marine plastic litter from ships; the creation of the Global Ghost Gear Initiative (GGGI); and the establishment of the Joint Group of Experts on the Scientific Aspects of Marine Environmental Pollution (GESAMP) Working Group 43. These efforts reflect the growing understanding that ALDFG is a considerable and damaging source of MPL in the ocean. With the publication of the VGMFG and the Best Practice Framework (BPF) for the management of fishing gear, there are now references for how to prevent loss of fishing gear and prevent harm from ALDFG. Focusing on two key recommendations of the VGMFG and the BPF, this report describes systems for fisher-led reporting and retrieval of lost fishing gear, identifies critical elements of successful programs, and recommends next steps for countries to develop successful programs.

Book excerpt: The growing quantity of plastic waste in the marine environment including abandoned, lost or otherwise discarded fishing gear (ALDFG) is a global problem. A particular feature of ALDFG is the potential of some gears to carry on fishing for many months or even years. The study examines legal responses to ALDFG in the context of marine fisheries. After discussing the nature of the problem of ALDFG and some of the reasons why fishing gear is abandoned, lost, or otherwise discarded, the study examines the response of the international community to ALDFG. A key finding is that ALDFG is at the same time, a fishing issue, a navigation problem (of vessel source pollution) and an environmental problem with the resulting involvement of FAO, IMO and UNEP as well as the UN General Assembly. After examining potential legal approaches to the problem, the study then describes the basic legal and institutional arrangements in four case study jurisdictions that have adopted legal measures to address ALDFG, namely Australia, the European Union and its Member States, Norway and the USA finding once again the tripartite responsibility of fisheries, navigation and environment ministries/agencies. The inter-sectoral nature of ALDFG suggests the need for a collaborative and coordinated approach. While not all of the case study jurisdictions make use of all ten of the individual legal measures identified, the case studies also clearly show that ALDFG is a problem that is susceptible to a legal response at the national or regional level including through the use of extended producer responsibility schemes, various reporting requirements and gear standards. Legal tools to address the problem of ALDFG clearly exist. The extent to which some, or all, of them are necessary or appropriate in a given context at national, regional or global level is not ultimately a legal question but a political one.

Through a dedicated website (www.cnogear.org), workshops, seminars, conferences, films and social media, this project has helped to establish contacts both inside and outside the Nordic region, which can help reduce the challenges of marine litter from fishing activities. Among the numerous important findings that have been made over the course of the project, the report points out that fishermen in all the Nordic countries lack sufficient awareness of how they can and should contribute to a cleaner ocean. The report proposes a number of possible measures. Some of the measures may be suitable for all countries, but in general, there is no “one size fits all” solution.

This report summarizes the four-day symposium, on “Responsible Fishing Technology for Healthy Ecosystems and a Clean Environment”, which was organized as part of the 2019 annual meeting of the ICES-FAO WGFTFB. The symposium comprised eight thematic sessions: (i) abandoned, lost and otherwise discarded fishing gear (ALDFG): assessment of quantity and measures to prevent ALDFG and its impact; (ii) interactions of protected species in capture fisheries; (iii) light, fish behaviour and fishing; (iv) technology and management to reduce bycatch and discards; (v) selectivity of fishing gear: means and methods; (vi) new technologies for fisheries research and education; (vii) energy, technology, analysis and simulation; and (viii) Chinese fisheries - status, challenges and future. The symposium provided an opportunity for fishing technologists and other experts from ICES and FAO member countries to exchange knowledge and ideas from around the world, especially from non-ICES member countries in Asia and Latin America.

Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.
