Book excerpt: Los efectos económicos y sociales del nuevo contexto pesquero varían mucho en función de la estructura específica y de la situación económica de cada pesquería y de las comunidades pesqueras que dependen de ellas. Por tanto, se requieren análisis y evaluaciones de impacto en relación con el nivel de reglamentaciones de las distintas pesquerías. A pesar de las llamadas de atención de organismos internacionales como la FAO, a través de su Código de Conducta por una Pesca Responsable, elaborado en 1995, las estrategias para una ordenación pesquera que cumpliera las exigencias de gestión en materia medioambiental y de biodiversidad y que garantizasen, al mismo tiempo, la rentabilidad y competitividad de las flotas no destacan sobremanera y los acuerdos aprobados por unanimidad por la mayor parte de los Estados no se aplican en su integridad. El trabajo coordinado por Dolores Garza analiza el conjunto del sector pesquero mundial desde las diferentes áreas de pesca. Lleva a cabo un preciso y sistemático análisis del marco socio-económico de los distintos segmentos de la actividad y explica cómo las distintas variaciones de la producción y del comercio influyen en las magnitudes económicas de cada país. El estudio es muy amplio, preciso y pulcro. Se visualizan las dinámicas más sobresalientes y se enfatiza sobre los efectos más relevantes. La investigación responde a las actuales necesidades de conocimiento; proporcionando un arsenal de ideas sobre los previsibles métodos de gestión para garantizar una explotación sostenida y responsable. Por eso, su lectura y estudio es obligatoria para todos aquéllos que deseen estar al tanto de lo que es, en la actualidad, el sector pesquero y lo que podría suceder en un futuro muy próximo. Combina, pues, realidad y expectativas, tarea ardua difícil que solo los buenos docentes e investigadores pueden lograr. Desde esta perspectiva, el IUEM se siente satisfecho de poder contribuir a su edición y difusión. Nuestro objetivo está centrado en aportar herramientas para los responsables de las administraciones públicas y para los agentes económicos y sociales. Los años de experiencia en esta materia nos aconsejen insistir en estos análisis porque, sin duda alguna, llegará el día en que el conjunto de la sociedad exija un comportamiento más decidido, firme y comprometido con el sector pesquero. Hasta que no llegue dicha fecha, los investigadores pesqueros españoles seguiremos avanzando en nuestros trabajos y recomendaciones.
