In the course of in-depth discussions, the Consultation was able to make good progress in completing the guidelines, in particular the part dealing with the procedural and institutional aspects of ecolabelling schemes. The Consultation nevertheless acknowledged that more work was still necessary on, inter alia, terms and definitions and the minimum substantive requirements and criteria. - Ont assist� � la Consultation cinquante-sept Membres de la FAO et des observateurs de quatre organisations intergouvernementales et de neuf organisations internationales non gouvernementales. La Consultation a soulign� les avantages de directives convenues sur le plan international visant � �viter que les syst�mes d'�co�tiquetage ne puissent �tre utilis�es pour faire obstacle au commerce international. - A la Consulta asistieron 57 Miembros de la FAO y observadores de cuatro organizaciones intergubernamentales y nueve organizaciones no gubernamentales internacionales. La Consulta subray� las ventajas de unas directrices acordadas a nivel internacional destinadas a evitar la utilizaci�n incorrecta de los sistemas de ecoetiquetado del pescado, entre otras cosas impidiendo que se conviertan en obst�culos al comercio. Como resultado de su examen en detalle de las Directrices, la Consulta hizo considerables progresos con vistas a completarlas, en particular la parte relativa a los aspectos de procedimiento e institucionales de los sistemas de ecoetiquetado.

Book excerpt: The second session of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, Kenya, Madagascar, the Republic of Maldives, Mauritius, Mozambique, Seychelles, Somalia, the United Republic of Tanzania and Yemen. Representatives of The World Conservation Union (IUCN), the Swedish Board of Fisheries, the South West Indian Ocean Fisheries Project (SWIOFP), the Regional Seas Program of the United Nations Environment Program (UNEP), the Oceanographic Research Institute (ORI), New Partnership for African Development (NEPAD) also attended the session as observers. The Commission noted the work undertaken since the first session, considered the report of the Scientific Committee, agreed on a set of recommendations, approved the establishment of Working Group on Fisheries Data and Statistics, and agreed to link with the South West Indian Ocean Fisheries Project (SWIOFP) through a Committee to be established within the Commission. The Commission will hold a regional conference on "Sustainable fisheries development and its contribution to the Millennium Development Goals" within two years; the key topics of the Conference were decided. The Commission agreed to renew its efforts to engage on-going national and regional monitoring, control and surveillance (MCS) activities and assist with a regional directory of MCS personnel. It elected a Bureau composed of Seychelles, Madagascar and Mozambique to steer the Commission intersessionally and at the third session which will take place in Seychelles in 2007.--Publisher's description.

The Expert Consultation recognized that most of the provisions on procedural and institutional aspects of standard setting, accreditation and certification applied equally to both marine and inland capture fisheries. However, there were some instances where the specific characteristics of inland capture fisheries including culture-based and enhanced fisheries needed to be reflected. Cases in point were the addition of hatchery managers among the interested parties in standard setting or the inclusion of the production of stocking material in the certification of a fishery.

Implementing traceability systems across the food supply chain is seen as crucial for increasing food quality and safety, for optimizing production or for documenting sustainability. However, implementation of traceability systems in the seafood sector seems to be stagnating. Against this backdrop, the main objective of this study is to define and analyse in detail seafood traceability benefits related to regulatory compliance, supply chain management improvements, market access facilitation, and risk mitigation. To support this objective, the study collects and compiles policy incentives from governments and industry associations to encourage the establishment of company seafood traceability. In addition, this study updates information regarding existing traceability standards and norms serving various purposes in the seafood sector. Based on a thorough analysis of speciality literature and the extensive experience of the authors, this study formulates several recommendations that are relevant for a wide range of stakeholders in the seafood sector.
