Y, finalmente, la última parte analiza, por un lado, el fundamento jurídico y el alcance de las competencias y de la potestad normativa de las administraciones locales y, por otro, el abanico de instrumentos a nivel local de lucha contra la contaminación atmosférica, con particular atención en la ordenanza municipal.
