Book Why America Lost the War on Poverty and How to Win It

Download or read book Why America Lost the War on Poverty and How to Win It written by Frank Stricker and published by ReadHowYouWant.com. This book was released on 2009-07 with total page 682 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a provocative assessment of American poverty and policy from 1950 to the present, Frank Strieker examines an era that has seen serious discussion about the causes of poverty and unemployment. Analyzing the War on Poverty, theories of the culture of poverty and the underclass, the effects of Reaganomics, and the 1996 welfare reform, Strieker dem-onstrates that most antipoverty approaches are futile without the presence (or creation) of good jobs. Strieker notes that since the 1970s, U.S. poverty levels have remained at or above 11 %, despite training programs and periods of economic growth. The creation of jobs has continued to lag behind the need for them. Strieker argues that a serious public debate is needed about the job situation; social programs must be redesigned, a national health care program must be developed, and eco-nomic inequality must be addressed. He urges all sides to be honest - if we don't want to eliminate poverty, then we should say so. But if we do want to reduce poverty significantly, he says, we must expand decent jobs and government income programs, redirecting national resources away from the rich and toward those with low incomes. Why America Lost the War on Poverty - And How to Win It is sure to prompt much-needed debate on how to move forward. Frank Stricker is professor of history at California State University, Dominguez Hills.

Book Do Active Labor Market Policies Increase Employment

Download or read book Do Active Labor Market Policies Increase Employment written by Mr.Marcello M. Estevão and published by International Monetary Fund. This book was released on 2003-12-01 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using panel data for 15 industrial countries, active labor market policies (ALMPs) are shown to have raised employment rates in the business sector in the 1990s, after controlling for many institutions, country-specific effects, and economic variables. Among such policies, direct subsidies to job creation were the most effective. ALMPs also affected employment rates by reducing real wages below levels allowed by technological growth, changes in the unemployment rate, and institutional and other economic factors. However, part of this wage moderation may be linked to a composition effect because policies were targeted to low-paid individuals. Whether ALMPs are cost-effective from a budgetary perspective remains to be determined, but they are certainly not substitutes for comprehensive institutional reforms.

Book Uzbekistan Quality Job Creation as a Cornerstone for Sustainable Economic Growth

Download or read book Uzbekistan Quality Job Creation as a Cornerstone for Sustainable Economic Growth written by Kym Anderson and published by Asian Development Bank. This book was released on 2020-06-01 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: Uzbekistan has achieved sustained growth through its gradual transition to a market-based economy through cautious economic policy reforms. Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. However, the drop in the global prices of many key commodities in recent years have severely impacted Uzbekistan's economy. Under these circumstances, the new government introduced major reforms. The pace of reform is unprecedented. The government has formulated its long-term economic strategy in its Vision 2030, which aims to double the country's gross domestic product by 2030 through a program of economic diversification. This book analyzes how Uzbekistan can boost sustainable economic growth to create more and better jobs. It considers how the country can consolidate achievements from recent policy reforms and maintain reform efforts to accelerate sustainable growth. Policy recommendations cover fostering macroeconomic stability, increasing investment in physical infrastructure, enhancing human capital, improving firms' access to finance, and lowering barriers to international trade and foreign investment inflows.

Book Youth Employment Programs in Ghana

Download or read book Youth Employment Programs in Ghana written by Christabel Dadzie and published by World Bank Publications. This book was released on 2020-09-04 with total page 83 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unemployment and underemployment are global development challenges. The situation in Ghana is no different. In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

Book The Job Guarantee

Download or read book The Job Guarantee written by Michael J. Murray and published by Springer. This book was released on 2013-01-07 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely collection tackles the issue of the government job guarantee (JG) approach to full employment, taking previous research one step further by providing an in-depth look at practical application for both developed and developing economies. While the 'first generation' of literature on the JG focuses on theory and methodology, this book aims to formalize job guarantee proposals and focus on the practical application of such proposals. Questions raised include: Can the effectiveness of the job guarantee approach be measured, if so how, and what are the conclusions? How do these conclusions reinforce the theory? What are the practical applications? What is the empirical evidence to reinforce the theoretical application? The Job Guarantee: Toward True Full Employment will be the first of its kind to focus on the 'second generation' of job guarantee proposals to full employment, and primarily on theoretical applications, simulations, and case studies to describe the nature, structure, and applicability for developed and developing economies.

Book International Encyclopedia of Social Policy

Download or read book International Encyclopedia of Social Policy written by Tony Fitzpatrick and published by Routledge. This book was released on 2013-07-04 with total page 3088 pages. Available in PDF, EPUB and Kindle. Book excerpt: Available in paperback for the first time, this milestone work offers an in-depth treatment of all aspects of the discipline and practice of social policy globally. Supported by a distinguished international advisory board, the editors have compiled almost 900,000 words across 734 entries written by 284 leading specialists to provide authoritative coverage of concepts, policy actors, welfare institutions and services along a series of national, regional and transnational dimensions. Also included are biographical entries on major policy makers and shapers. The editors have particularly striven to provide strong coverage of differing geographical and cultural traditions so that the variety of social policy, as both an academic discipline and a domain of governance, is reflected. Contributors draw in and make the necessary connections with social policy's associated disciplines to provide a rich picture of this vast and highly diverse field. Comprehensive and authoritative, the Encyclopedia has sought to open up rather than to foreclose the numerous areas in which there is on-going research, debate and, sometimes, serious disagreement and divergence in theory and practice. To this end, entries attempt to introduce a core or common ground of understanding before moving on to a wider discussion of debates regarding different conceptual and geographical approaches. The whole is integrated by cross-referencing and each entry includes a bibliography for further reading. There is a full index. The International Encyclopedia of Social Policy provides the most substantial mapping of the international study and practice of social policy to date and will stand as a vital storehouse of knowledge for many years to come.
