Twenty years in the making, it employs an inductive method in which small samples of cases occurring at different times and between different states are studied to track and understand specific variable diplomatic behavior. Its concern with empirically-grounded generalization, in which hypotheses are formulated and tested by case similarities and differences, is a new approach to diplomatic analysis. Diplomacy, though central to international relations study and practice, has generally been studied normatively rather than theoretically, in contrast to other international relations topics. Students of diplomacy, emphasizing statecraft’s complexity, have generally shied away from theory, while theory-minded international relations analysts have neglected statecraft and highlighted military capabilities and positional rivalries as determiners of state behavior. This book instead builds diplomatic theory by investigating variation in case experience, especially in the diplomatic choices made by states. It shows that theorizing is enhanced by a diplomatic point of view and by distinguishing diplomatic behavior as cause and as effect.

Book excerpt: Turkey’s Justice and Development Party (AKP), after coming to power in 2002, sought to play a larger diplomatic role in the Middle East. The AKP adopted a proactive foreign policy to create ‘strategic depth’ by expanding Turkey’s zone of influence in the region, drawing on the opportunities of geography, economic power and imperial history to reconnect the country with its historical hinterland. Yet despite early promise, this policy came undone after the Arab upheavals of 2011 and has seen Turkey increasingly at odds with its neighbours and the West. Turkey's New Foreign Policy outlines the key tenets of the AKP’s policy of strategic depth in the Middle East and how this marks a departure from traditional Turkish foreign policy. Particular attention is focused on the Turkish reaction to the political changes that swept through the Arab world – including the Syrian civil war – and presented Turkey with its most significant foreign-policy challenge to date. Based on extensive primary research of Turkish-language sources, this monograph argues that political changes in the Middle East have precipitated a serious decline in Turkish regional influence, reversing earlier gains in influence after the AKP came to power. However, despite these foreign-policy defeats, the AKP has shown little indication that it is willing to scale back its ambitions, insisting that it stands on the right side of history – drawing a clear distinction between Turkey and the West.

It was on February 6, 1993, that the United States was first attacked on its own soil by foreign terrorists. A zealous band of Middle Easterners, holy warriors determined to punish the U.S. for its supposed transgressions against Islam, packed over a ton of home made explosives into the back of a rented van. They drove their bomb across the Hudson from New Jersey, maneuvered it through downtown traffic and parked it in the underground garage at the Vista Hotel, beneath the twin towers of the World Trade Center. They lit a long fuse, which allowed them time to get back to New Jersey to watch the results of the explosion on CNN. They hoped to topple one mammoth tower into the other and kill ten thousand people or more. Miraculously, only six people were killed. Most of the group were captured within a week, but the mastermind behind the attack, Ramzi Ahmed Yousef, had immediately gone to JFK airport to fly to Pakistan. Before leaving, he phoned the Associated Press and claimed responsibility for the bombing in the name of the Arab Liberation Army, a terrorist group led by Saudi exile Osama bin Laden. A succession of such brazen crimes has revealed complex connections among terrorist groups with an implacable hostility toward Western civilization. Outrages such as the assassination of the Jewish Defense League founder Meier Kahane, a huge plot in the Philippines to plant bombs on intercontinental airlines and to assassinate the Pope, the bombing of U.S. embassies, culminating in the African embassy bombings of 1998, the attack on the USS Cole in 1999, and the devastating attack on the World Trade Center in 2001 have made it clear that a worldwide network of terrorists led by Osama bin Laden is making war on the United States. On the front lines combating these terrorists in 150 countries around the world have been the 1,200 agents of the U.S. Department of State's Diplomatic Security Service. Building on prospect theory (from cognitive psychology), he develops a testable theory of influence that suggests promises are most effective when potential aggressors are motivated by a desire to avoid loss. The reemergence of strong states, discord in the UN Security Council, destabilizing transnational nonstate actors, closing space for civil society within states, and the weakening of the international liberal order all present new obstacles to diplomacy. In Diplomacy and the Future of World Order, an international group of experts confronts these challenges to peace and conflict diplomacy--defined as the effort to manage others' conflicts, cope with great power competition, and deal with threats to the state system itself. In doing so, they consider three potential scenarios for world order where key states decide to go it alone, return to a liberal order, or collaborate on a case-by-case basis to address common threats and problems.
