To explain this variation, Powerful Patriots identifies the diplomatic as well as domestic factors that drive protest management in authoritarian states. Because nationalist protests are costly to repress and may turn against the government, allowing protests demonstrates resolve and makes compromise more costly in diplomatic relations. Repressing protests, by contrast, sends a credible signal of reassurance, facilitating diplomatic flexibility. Powerful Patriots traces China's management of dozens of nationalist protests and their consequences between 1985 and 2012.

The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.

Book excerpt: How do public opinion and nationalist sentiment affect the foreign policy of China and other non-democratic states? I argue that by allowing nationalist protests against foreign states, non-democratic leaders can use domestic politics for international gain. In China, anti-Japanese protests were tolerated in 1985 and 2005 but banned in 1990 and 1996. Anti-American protests were permitted in 1999 and 2003 but repressed in 2001. Similar patterns of repression and facilitation are readily apparent in Egypt, Iran, Syria, and other non-democratic regimes. Why, when, and how do authoritarian governments give their citizens a green, yellow, or red light to protest against foreign targets? I develop a theory of anti-foreign protest that suggests that Chinese and other authoritarian leaders have incentives to allow anti-foreign protests in order to gain diplomatic bargaining leverage. A large body of literature has argued that domestic constraints provide advantages in international negotiations. In particular, democratically-elected leaders often state that their hands are tied by constituents or parliamentarians who will punish them at the polls if they back down during negotiations. These potential "audience costs" represent a bargaining tool in international negotiations. Although authoritarian leaders are not constrained by the same electoral institutions, I argue that anti-foreign protests provide an alternative mechanism by which domestic politics can be leveraged in international bargaining. Because anti-foreign protests may turn against the government, allowing such protest makes it costly for the government to make diplomatic concessions and demonstrates resolve in international bargaining. To evaluate the theory and its implications, I draw upon quantitative and qualitative data gathered over 12 months of field research in China, Hong Kong, and Japan, including more than 100 interviews with government officials, nationalist activists, protest leaders and participants, and foreign policy experts. I also make use of Chinese government documents, press reports, and internet archives. Three case studies, a comparison of anti-Japanese protest in Hong Kong and mainland China, and computerized content analysis of official and commercial Chinese media provide rich support for the theory.

Reynolds did not deny shooting Liu but claimed self-defense and, like all members of US military assistance and advisory groups, was protected under diplomatic immunity. Reynolds's acquittal sparked a series of riots across Taiwan that became an international crisis for the Eisenhower administration and raised serious questions about the legal status of US military forces positioned around the world. In American Justice in Taiwan, author Stephen G. Craft provides the first comprehensive study of the causes and consequences of the Reynolds trial and the ensuing protests. After more than a century of what they perceived as unfair treaties imposed by Western nations, the Taiwanese regarded the special legal status of resident American personnel with extreme distrust. While Eisenhower and his advisers considered Taiwan to be a vital ally against Chinese communism, the US believed that the Taiwanese government had instigated the unrest in order to protest the verdict and demand legal jurisdiction over GIs. Regardless, the events that transpired in 1957 exposed the enormous difficulty of applying the US's Uniform Code of Military Justice (UCMJ) across cultures. Employing meticulous research from both Western and Chinese archives, Craft demonstrates that the riots were only anti-American in that the Taiwanese rejected the UCMJ, the affording of diplomatic immunity to occupying US forces, and the military courts' interpretation of self-defense. His compelling study provides a new lens through which to examine US--Taiwan relations in the 1950s, US policy in Asia, and the incredibly charged and complex question of the legal status of US troops on foreign soil.
