Book excerpt: In European Small States and the Role of Consuls in the Age of Empire Aryo Makko argues that Sweden and Norway participated in the New Imperialism in the late 18th and early 19th centuries through consular services. Usually portrayed as nations without an imperial past, Makko demonstrates that their role in the processes of imperialism and colonialism during that period can be understood by including consular affairs and practices of informal imperialism into the analysis. With this, he contributes to our understanding of the role of smaller states in the so-called Age of Empire. Aryo Makko, Ph.D. (2012), Stockholm University, is Associate Professor of History at that university and a Pro Futura Scientia Fellow at the Swedish Collegium for Advanced Study (SCAS). He is also a member of the Young Academy of Sweden.

Book excerpt: This book addresses the British-Danish diplomatic debate on privateering and neutral ports in the period 1793-1807, when Denmark-Norway remained neutral in the war between Britain and France. The British government protested against the use French privateers made of Norwegian ports as bases for their attacks on the British Baltic Sea and Archangel Trades, but the Danish government insisted on keeping the ports open. This led to a running dispute on the relative rights and duties of belligerents and neutrals, but also on violations of the tentative agreement that the two governments reached in 1793. The three main chapters in the book address the principled debate on privateering and neutral ports; the central role played in the debate by the British diplomatic and consular representatives in Denmark-Norway; and privateering in practice. The final two chapters look at the impact of the Dutch change of sides in the war in 1795, and the development from the official closure of the Norwegian ports to privateers in 1799 until Denmark-Norway’s entry into the war on the side of France in 1807.

Book excerpt: The 2010 WikiLeaks release of 250,000 U.S. diplomatic cables has made it eminently clear that there is a vast gulf between the public face of diplomacy and the opinions and actions that take place behind embassy doors. In At Home with the Diplomats, Iver B. Neumann offers unprecedented access to the inner workings of a foreign ministry. Neumann worked for several years at the Norwegian Ministry of Foreign Affairs, where he had an up-close view of how diplomats conduct their business and how they perceive their own practices. In this book he shows us how diplomacy is conducted on a day-to-day basis. Approaching contemporary diplomacy from an anthropological perspective, Neumann examines the various aspects of diplomatic work and practice, including immunity, permanent representation, diplomatic sociability, accreditation, and issues of gender equality. Neumann shows that the diplomat working abroad and the diplomat at home are engaged in two different modes of knowledge production. Diplomats in the field focus primarily on gathering and processing information. In contrast, the diplomat based in his or her home capital is caught up in the seemingly endless production of texts: reports, speeches, position papers, and the like. Neumann leaves the reader with a keen sense of the practices of diplomacy: relations with foreign ministries, mediating between other people’s positions while integrating personal and professional into a cohesive whole, adherence to compulsory routines and agendas, and, above all, the generation of knowledge. Yet even as they come to master such quotidian tasks, diplomats are regularly called upon to do exceptional things, such as negotiating peace.
