These elites considered him as one of their number and supported him against the official position of the Labour Government under Harold Wilson. Supported by his titled friends, Sir Edward Mutesa tried unsuccessfully to obtain financial support from the British Labour Government.

Book excerpt: Michael Foot’s political career can simplistically be characterised by cataclysmic failures within the period between 1979 and 1983, culminating in Labour’s substantial electoral defeat. Developments within political discourse have since sought to perpetuate this characterisation by utilising the defeat as a justification for the subsequent modernisations. However, this analysis does not entirely appreciate the significance of Foot’s leadership. This book argues that far from being a disaster, Foot’s leadership in fact contributed to the survival of the Labour Party. Foot’s political education, political evolution, and experiences between him joining the Party in 1935 and the end of his ministerial career in 1979 enabled him to emerge as the unity candidate in opposition to the divisive potential of a Denis Healey or Tony Benn leadership. Foot’s support base included moderate social democrats and moderate left-wing MP’s as well as centrists who opposed radicals from both sides. This subverts the orthodox assumption of Foot’s election being indicative of a sudden and simplistic left-wing domination after 1979. This book will be of particular interest to those seeking to develop their knowledge of Michael Foot, the Labour Party and their ideological diversity.

Statutory censorship was first introduced in Britain by Sir Robert Walpole with his Licensing Act of 1737. Previously theatre censorship was exercised under the Royal Prerogative. By giving the Lord Chamberlain statutory powers of theatre censorship, Walpole ensured that confusion over the relationship between the Royal Prerogative and statute law would prevent any serious challenge to theatre censorship in Parliament until the twentieth century. The authors place theatre censorship legislation and its attempted reform in their wider political context. Sections outlining the political history of key periods explain why theatre censorship legislation was introduced in 1737, why attempts to reform the legislation failed in 1832, 1909, and 1949, and finally succeeded in 1968. Opposition from Edward VII helped to prevent the abolition of theatre censorship in 1909. In 1968, theatre censorship was abolished despite opposition from Elizabeth II, Lord Cobbold (her Lord Chamberlain) and Harold Wilson (her Prime Minister). There was strong support for theatre censorship on the part of commercial theatre managers who saw censorship as offering protection from vexatious prosecution. A policy of inertia and deliberate obfuscation on the part of Home Office officials helped to prevent the abolition of theatre censorship legislation until 1968. It was only when playwrights, directors, critics, audiences, and politicians (notably Roy Jenkins) applied combined pressure that theatre censorship was finally abolished. The volume concludes by exploring whether new forms of covert censorship have replaced the statutory theatre censorship abolished with the 1968 Theatres Act.

The purpose of this book is to explore this issue through a series of case studies. Drawing on archival sources, party publications, and the press, this volume analyses the diverse intellectual influences which shaped British Liberals' economic thought up to the mid-twentieth century, and highlights the ways in which the party sought to reconcile its progressive identity with its longstanding commitment to free trade and competitive markets. Peter Sloman shows that Liberals' enthusiasm for public works and Keynesian economic management - which David Lloyd George launched onto the political agenda at the 1929 general election - was only intermittently matched by support for more detailed forms of state intervention and planning. Likewise, the party's support for redistributive taxation and social welfare provision was frequently qualified by the insistence that the ultimate Liberal aim was not the expansion of the functions of the state but the pursuit of 'ownership for all'. Liberal policy was thus shaped not only by the ideas of reformist intellectuals such as John Maynard Keynes and William Beveridge, but also by the libertarian and distributist concerns of Liberal activists and by interactions with the early neoliberal movement. This study concludes that it was ideological and generational changes in the early 1960s that cut the party's links with the New Right, opened up common ground with revisionist social democrats, and re-established its progressive credentials.

Book excerpt: Group litigation has been recognised by political scientists in the States as a useful method of gaining ground and attracting publicity for pressure groups since the turn of the century. In Britain however, recognition that the courts fill such a role has come more slowly. Despite this lack of recognition, pressure through law is far from a modern phenomenon. As the authors show, such cases can be identified in Britain as early as 1749 when abolitionists used the court to test conflicting views of slavery in common law. This book looks at the extent to which pressure groups in Britain use litigation, presenting a view of the courts as a target for campaigners and a vehicle for campaigning. It begins with a description of the tradition of pressure through law in Britain, tracing the development of a parallel tradition in the United States, which has been influential in shaping current British attitudes. The authors analyse the significance of the political environment in Britain in test-case strategy. In contrast with America, Britain has no written constitution and no Bill of Rights and its lack of Freedom of Information legislation makes both litigation and the monitoring of its effects very difficult. However, the centralised character of the British government means that the effects of lobbying are rather more visible in the corridors of power. The authors examine a large number of case studies in order to analyse current practice, and they look at the rapidly changing European and international scene, discussing transnational law, the European community and the Council of Europe. They also look at the campaign tactics of global organisations such as Amnesty and Greenpeace. Carol Harlow and Richard Rawlings are experienced in public law and familiar with political science literature. They are therefore able to relate legal systems to the political process, in a book designed to be accessible and important to lawyers, to political scientists and to lobby group activists.
