Just as German militarists and their industrial supporters were left in power after the First World War, in the same manner these men would leave the Japanese Emperor and his imperialist partners off control of Japan after this war. Believing that most Americans want permanent peace in spite of the cost, Mr. Roth provides a forceful analysis of the alternatives which face us—and the Japanese people. He shows first what we can expect from a defeated Japan if we follow this expedient but short-sighted policy of leaving the government in the hands of the so-called “moderates.” He points out that such a procedure would rule out the reconstruction of Japan on a democratic basis, for it would maintain in power the leading industrial giants, the Zaibatsu, of whom the greatest is the Emperor. These, combined with the semi-feudal landlords, of whom Hirohito is also the leader, have always followed a policy of economic imperialism, whether by means of military conquest or by the subtler methods of the “moderates.” This book is an honest warning by a keen analyst of Far Eastern affairs. We must realize before it is too late that we are headed toward disaster if we court the status quo in Japan. Here it is clearly demonstrated that a policy of appeasing the “moderates” can only end at another Pearl Harbor.

Book excerpt: The first book-length study to explore the links between Christianity and modern Japanese literature, this book analyses the process of conversion of nine canonical authors, unveiling the influence that Christianity had on their self-construction, their oeuvre and, ultimately, the trajectory of modern Japanese literature. Building significantly on previous research, which has treated the intersections of Christianity with the Japanese literary world in only a cursory fashion, this book emphasizes the need to make a clear distinction between the different roles played by Catholicism and Protestantism. In particular, it argues that most Meiji and Taishō intellectuals were exposed to an exclusively Protestant and mainly Calvinist derivation of Christianity and so it is against this worldview that the connections between the two ought to be assessed. Examining the work of authors such as Kitamura Tōkoku, Akutagawa Ryūnosuke and Nagayo Yoshirō, this book also contextualises the spread of Christianity in Japan and challenges the notion that Christian thought was in conflict with mainstream literary schools. As such, this book explains how the dualities experienced by many modern writers were in fact the manifestation of manifold developments which placed Christianity at the center, rather than at the periphery, of their process of self-construction. Between 25 and 35 years of age when first interviewed in 1993, the women represent a generation straddling the stable roles of post-war modernity and the risky but exciting possibilities of late modernity. By exploring the challenges they pose to cultural codes, Rosenberger builds a conceptual framework of long-term resistance that undergirds the struggles and successes of modern Japanese women. Her findings resonate with broader anthropological questions about how change happens in our global-local era and suggests a useful model with which to analyze ordinary lives in the late modern world. Rosenberger’s analysis establishes long-term resistance as a vital type of social change in late modernity where the sway of media, global ideas, and friends vies strongly with the influence of family, school, and work. Women are at the nexus of these contradictions, dissatisfied with post-war normative roles in family, work, and leisure and yet—in Japan as elsewhere—committed to a search for self that shifts uneasily between self-actualization and selfishness. The women’s rich narratives and conversations recount their ambivalent defiance of social norms and attempts to live diverse lives as acceptable adults. In an epilogue, their experiences are framed by the aftermath of the 2011 earthquake and tsunami, which is already shaping the future of their long-term resistance. Drawing on such theorists as Ortner, Ueno, the Comaroffs, Melucci, and Bourdieu, Rosenberger posits that long-term resistance is a process of tense, irregular, but insistent change that is characteristic of our era, hammered out in the in-between of local and global, past and future, the old virtues of womanhood and the new virtues of self-actualization. Her book is essential for anyone wishing to understand how Japanese women have maneuvered their lives in the economic decline and pushed for individuation in the 1990s and 2000s.

Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today’s international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. Meanwhile, the security environments in Europe and Asia have deteriorated because of the resurgence of a belligerent Russia under Vladimir Putin, the steady rise of an increasingly assertive China, and North Korea’s worrisome acquisition of nuclear weapons. Partly in response to these developments, Germany and Japan in recent years have boosted their security efforts, mainly by increasing defense spending and taking on a somewhat broader range of military missions. Even so, because of their cultures of anti-militarism resistance remains strong in both countries to rebuilding the military and assuming more responsibility for sustaining regional or even global peace. In Reluctant Warriors, a team of noted international experts critically examines how and why Germany and Japan have modified their military postures since 1990 so far, and assesses how far the countries still have to go—and why.
