Book excerpt: The DIII-D tokamak research program is managed by General Atomics (GA) for the US Department of Energy (DOE). Major program participants include GA, Lawrence Livermore National Laboratory (LLNL), Oak Ridge National Laboratory (ORNL), and the University of California together with several other national laboratories and universities. The DIII-D is a moderate sized tokamak with great flexibility and extremely capable subsystems. The primary goal of the DIII-D tokamak research program is to provide data for development of a conceptual physics blueprint for a commercially attractive fusion power plant. In so doing, the DIII-D program provides physics and technology R & D output to aid the International Thermonuclear Experimental Reactor (ITER) and the Princeton Tokamak Physics Experiment (TPX) projects. Specific DIII-D objectives include the achievement of steady-state plasma current as well as the demonstration of techniques for radio frequency heating, divertor heat removal, particle exhaust and tokamak plasma control. The DIII-D program is addressing these objectives in an integrated fashion in plasmas with high beta and with high confinement. The long-range plan is organized with two principal elements, the development of an advanced divertor and the development of advanced tokamak concepts. These two elements have a common goal: an improved demonstration reactor (DEMO) with lower cost and smaller size than present DEMO concepts. In order to prepare for this long-range development, in FY94 the DIII-D research program concentrated on three major areas: Divertor and Boundary Physics, Advanced Tokamak studies, and Tokamak Physics.

Its goals and accomplishments are described in this annual progress report for FY1993. Energy Division is committed to (1) understanding the mechanisms by which societies make choices in energy use; (2) improving society's understanding of the environmental, social, and economic implications of technological change; (3) developing and transferring energy-efficient technologies; (4) improving transportation policy and planning; (5) enhancing basic knowledge in the social sciences as related to energy and associated issues. Energy Division's expenditures in FY1993 totaled $42 million. The work was supported by the US DOE, DOD, many other federal agencies, and some private organizations. Disciplines of the 126.5 technical staff members include engineering, social sciences, physical and life sciences, and computer sciences and data systems. The division's programmatic activities cover three main areas: (1) analysis and assessment, (2) energy use and delivery technologies, and (3) transportation systems. Analysis and assessment activities involve energy and resource analysis, preparation of environmental assessments and impact statements, research on emergency preparedness, transportation analysis, and analysis of energy and environmental needs in developing countries. Energy use and delivery technologies focus on electric power systems, building equipment, building envelopes (walls, foundations, roofs, attics, and materials), and methods to improve energy efficiency in existing buildings. Transportation systems research is conducted both to improve the quality of civilian transportation and for sponsors within the US military to improve the efficiency of deployment, scheduling, and transportation coordination.

Book excerpt: This report fulfills the annual reporting requirement as specified in the Conditional No-Migration Determination (NMD) for the U.S. Department of Energy (DOE) Waste Isolation Pilot Plant (WIPP), published in the Federal Register on November 14, 1990 (EPA, 1990a). This report covers the project activities, programs, and data obtained during the period September 1, 1993, through August 31, 1994, to support compliance with the NMD'. In the NMD, the U.S. Environmental Protection Agency (EPA) concluded that the DOE had demonstrated, to a reasonable degree of certainty, that hazardous constituents will not migrate from the WIPP disposal unit during the test phase of the project, and that the DOE had otherwise met the requirements of 40 CFR Part 268.6, Petitions to Allow Land Disposal of a Waste Prohibited Under Subpart C of Part 268 (EPA, 1986a), for the WIPP facility. By granting the NMD, the EPA has allowed the DOE to temporarily manage defense-generated transuranic (TRU) mixed wastes, some of which are prohibited from land disposal by Title 40 CFR Part 268, Land Disposal Restrictions (EPA, 1986a), at the WIPP facility for the purposes of testing and experimentation for a period not to exceed 10 years. In granting the NMD, the EPA imposed several conditions on the management of the experimental waste used during the WIPP test phase. One of these conditions is that the DOE submit annual reports to the EPA to demonstrate the WIPP's compliance with the requirements of the NMD. In the proposed No-Migration Variance (EPA, 1990b) and the final NMD, the EPA defined the content and parameters that must be reported on an annual basis. These reporting requirements are summarized and are cross-referenced with the sections of the report that satisfy the respective requirement.
