Book excerpt: International cooperation has become an increasingly important part of U.S. military operations world wide. TRADOC Pamphlet 525-S, Force XXI Operations, states as a goal that, "these operations be conducted under conditions where U.S. forces, supported by coalition partners, enjoy a qualitative technical, training, leadership, and most important information advantage." The U.S. Army's digitization of the battlefield will play a role in providing that information advantage. The central question this monograph will address is: How does the U.S. Army's digitization at the tactical level have an operational impact on future multinational operations? Clearly, the U.S. Army's tactical level digital systems cannot solve all the problems associated with multinational operations. They have, however, demonstrated through the U.S. Army's experimentation process the potential to aid commanders in several areas. The relevant common picture provided through the MC S/P, ASAS, and the other supporting systems may have the potential to improve the multinational force commander's vision of the battlefield and to help him anticipate events on the battlefield. This paper addresses the operational impact the U.S. Army's digitization may have on the future multinational battlefield. To answer the central question, the monograph will first consider the problems and principles associated with multinational operations using historical examples. The focus will be on the unique requirements of communications among multinational forces and the associated challenges. Next, the capabilities and limitations of the digital systems as they are being fielded in the U.S. Army will be analyzed, specifically identifying the potential benefits in multinational operations. Finally, the specific implications of U.S. Army digitization in future coalitions will be addressed and conclusions presented.

Book excerpt: "The introduction of advanced technologies into the military, which is known as the "revolution in military affairs," is producing an opportunity for significant changes in the American military's paradigm for command and control. The future battlespace will require commanders to operate more efficiently and at a higher operations tempo, so that commanders will be able to use the advantages of dominant battlespace awareness to enhance what is known as "command-by-intent." But the more likely outcome is a return tocommand-by-direction. A potential consequence of this change is that significant command functions will be made by machines that act, not as an assistant, but as the decision maker and executor -- which is known as the machine commander. However, the current U.S. military doctrine is inconsistent about the admissibility of such an entity, even though technological developments are on the threshold of delivering the components for constructing the first-generation machine commander. Furthermore, the same infrastructure that assists the traditional human commander creates a framework for using a machine commander. Multinational operations are a key component of the National Security Strategy of the United States, which is built on the imperative of engagement. Although prepared to act alone, many of America's security objectives are best achieved or can only be achieved through alliances and other formal security structures, or as the leader of an ad hoc coalition formed around a specific objective. Numerous friction points between member nations inherently complicate multinational operations. Technological asymmetry among the potential coalition partners creates additional friction points in an already complicated scenario. The rapid advances in information technologies and their application to tactical warfare further aggravate this situation. This monograph examines the research question, "Is the establishment of liaison teams a feasible solution to share information on the digital battlefield in multinational operations." The author determines that liaison teams represent only a part of a feasible solution to the problem. Technology transfers and training, supplemented by liaison teams, offers the optimal solution to a complicated problem.

The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.
