Book excerpt: The Air Force Studies Board of the National Academies of Sciences, Engineering, and Medicine hosted a three-part workshop series to examine the risks associated with the technical, programmatic, organizational, and governance challenges facing the Department of the Air Force (DAF) in its pursuit of enterprise-wide digital transformation strategies. Senior representatives from government, military, industry, and academia considered the DAF's strategic-level decision-making process as well as how it could achieve unity of effort across all of its digital agencies. Workshop participants discussed organizational and management gaps and weaknesses, as well as technical shortfalls associated with the DAF's digital transformation strategies - for example, the issue of cybersecurity within the context of the DAF's proposed digital strategies. Organizational and management practices from both the public and private sectors were also discussed in light of their potential for adaptation and adoption within the DAF. Sponsored by the U.S. Department of Defense, the three 2-day workshops of the series were held virtually on September 1-2, 2021, September 8-9, 2021, and September 23-24. Panelists at the first workshop explained and discussed the DAF's digital transformation strategy - in particular, the proposed digital architectures and the systems, programs, organizations, and missions to be supported. The second workshop featured panels of information systems experts and managers from industry and other government agencies who discussed their experiences with digital transformations and shared their views of best practices. The third workshop focused on the potential applicability of these lessons learned to the DAF's digital transformation strategy and architecture. This proceedings is a factual summary of what occurred during the workshop series.

Book excerpt: The U.S. Air Force (USAF) helps defend the United States and its interests by organizing, training, and equipping forces for operations in and through three distinct domains-air, space, and cyberspace. The Air Force concisely expresses its vision as "Global Vigilance, Global Reach, and Global Power for America." Operations within each of these domains are dynamic, take place over large distances, occur over different operational timelines, and cannot be routinely seen or recorded, making it difficult for Airmen, national decision makers, and the American People to visualize and comprehend the full scope of Air Force operations. As a result, the Air Force faces increasing difficulty in succinctly and effectively communicating the complexity, dynamic range, and strategic importance of its mission to Airmen and to the American people. To address this concern, the Chief of Staff of the USAF requested that the National Academies of Sciences, Engineering, and Medicine convene a workshop to explore options on how the Air Force can effectively communicate the strategic importance of the Service, its mission, and the role it plays in the defense of the United States. Participants worked to address the issues that a diverse workforce encompassing a myriad of backgrounds, education, and increasingly diverse current mission sets drives the requirement for a new communication strategy. The demographics of today's Air Force creates both a unique opportunity and a distinct challenge to Air Force leadership as it struggles to communicate its vision and strategy effectively across several micro-cultures within the organization and to the general public. This report summarizes the presentations and discussions from the workshop.

The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. This workshop examined of a wide range of prototyping issues, including individual recommendations for a renewed prototype program, application of prototyping as a tool for technology/system development and sustainment (including annual funding), and positive and negative effects of a renewed program. Prototyping has historically been of great benefit to the Air Force and DoD in terms of risk reduction and concept demonstration prior to system development, advancing new technologies, workforce enhancement and skills continuity between major acquisitions, dissuasion of adversaries by demonstrating capabilities, maintaining technological surprise through classified technologies, and an overarching strategy of overall risk reduction during austere budget environments. Over the last two decades, however, many issues with prototyping have arisen. For example, the definitions and terminology associated with prototyping have been convoluted and budgets for prototyping have been used as offsets to remedy budget shortfalls. Additionally, prototyping has been done with no strategic intent or context, and both government and industry have misused prototyping as a key tool in the DoD and defense industrial base. Assessment to Enhance Air Force and Department of Defense Prototyping for the New Defense Strategy envisions a prototyping program that encourages innovation in new concepts and approaches and provides a means to assess and reduce risk before commitment to major new programs.

Book excerpt: This twelve-month research study was a small part of a larger Air Force study to fulfill Department of Defense directives to transition to a digital environment for acquisition programs by the end of 2002. (Appendix A) The research study, which involved over 200 active and reserve jet engine aircraft maintenance troops at installations nationwide, was designed to support the Air Force strategy of "Global Technology Deployment" by providing and testing jet engine maintenance technical order manuals in digital form, and integrating the correct technology to utilize the digital application. In addition, it speaks to the cultural issues associated with incorporating a dramatic technological change. Participants were sent the latest version of the F-16 interactive electronic technical manual (IETM) software to use for a few months prior to testing "ruggedized" hardware. They were also sent a research survey, which measured the utility of the combination of software and ruggedized hardware. Finally, depot/vendor sponsored training on the software and hardware was provided at various installations. The study demonstrated the feasibility, using "ruggedized" hardware and advanced software combinations and the potential of expanding the use of other technologies into other areas of military logistics. Initial recruitment of participants was facilitated by the Air Force-wide deployment of IETM software to all F-16 Jet Engine Propulsion Maintenance Shops. The research survey and interviews proved to be useful for data collection, which allowed jet engine maintenance troops to express views and opinions on issues relevant to the overall Air Force Project. Of those participants that completed the survey, 90% indicated they agreed or strongly agreed that this was an effective method of maintenance. The research concludes with recommendations for developing and conducting future logistics technology research for the military.
