Book excerpt: This report presents the results for Latin America and the Caribbean of the fourth Global Survey on Digital and Sustainable Trade Facilitation, conducted in the first half of 2021 against the backdrop of the coronavirus disease (COVID-19) pandemic and with the participation of 135 countries (14 from the region). The survey results indicate that Latin America and the Caribbean has made considerable progress since the previous edition in 2019. For the first time, it is the best performing developing region ahead of East and Southeast Asia, with an average implementation rate of 80%. The region's results are particularly strong in the categories of transparency and formalities, which coincide closely with the provisions of the Trade Facilitation Agreement of the World Trade Organization. Nevertheless, there is much room for improvement in the area of cross-border paperless trade, as well as in adapting trade facilitation measures to the specific needs of small and medium-sized enterprises and women in trade.

Book excerpt: Reducing trade costs is essential in enabling economies to participate in regional and global value chains effectively, and to continue using trade as an important engine of growth and sustainable development. The recent surge in shipping costs and the subsequent disruption of the international supply chain has put additional pressure on already high trade costs in Asia and the Pacific. Trade facilitation plays a significant role in avoiding unnecessary costs and enhancing efficiency through streamlined and digitalized trade. The World Trade Organization (WTO) Trade Facilitation Agreement (TFA) and regional trade digitalization initiatives such as the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific provides guidance on measures that should be considered for implementation. In this context, this report presents the results of the 2021 United Nations Global Survey on Digital and Sustainable Trade Facilitation for 10 ASEAN countries that reviewed the progress of trade facilitation reforms. It provides a detailed analysis based on 58 trade facilitation measures that are classified into four groups (0́−General Trade Facilitation0́+, 0́−Digital Trade Facilitation0́+, 0́−Sustainable Trade Facilitation0́+ and 0́−Other Trade Facilitation0́+) and a further 11 sub-groups covering both binding and non-binding WTO TFA measures, as well as measures beyond the scope of WTO TFA.

First, it examines the effects of the implementation of trade facilitation (TF) measures on international trade flows and on participation in global value chains (GVCs). Second, it provides policy recommendations for developing Asia and the Pacific derived from model estimations. The main focus is to disentangle the effectiveness of a wide range of TF actions taken at a country level and see whether these have paved the way toward more sustainable trade flows. The data used are from the UN Global Surveys on Digital and Sustainable Trade Facilitation, covering 144 countries worldwide for the years 2015, 2017, 2019, and 2021. The empirical estimations obtained from a gravity model of trade indicate that TF measures related to transparency, institutions, and formalities are of utmost importance, whereas sustainable TF actions are still in their infancy, and more data are needed for a proper evaluation of their effectiveness. Moreover, the implementation of TF is related to reductions in the time and cost to export and import as well as to improvements in logistic performance. There are several policy recommendations and implications for developing Asia and the Pacific concerning TF, trade, and GVCs: first, transparency policies will increase trade in manufactured goods more than proportionally, especially in low-income countries in Asia (such as Afghanistan, Bangladesh, Bhutan, Cambodia, Lao PDR, Myanmar, Nepal, and Timor-Leste); second, improving the quality of TF-related institutions will foster participation in global value chains; and finally, for small islands in the Pacific (Kiribati, Solomon Islands, Tuvalu, and Vanuatu), public investments directed at improving their logistics performance would be of special relevance.

Facilitating trade and reducing trade barriers is of central importance to the economies of the United Nations Economic Commission for Europe (UNECE) as it enables them to better connect and gain from regional and global value chains and to fully harness the potential of trade as an engine for growth and sustainable development. Yet, both in the UNECE region and globally, trade barriers remain high. According to the latest data from the ESCAP-World Bank International Trade Cost Database, the overall cost of trading goods among the three largest European Union (EU) economies remains at a 42% average tariff on the value of traded goods while it reaches a peak of 169% for trading with South-Eastern Europe. Similarly, the cost of trading among Central Asian countries averages 75%, while it reaches 153% with the three largest EU countries.

The survey uses the final list of provisions included in the World Trade Organization's Trade Facilitation Agreement (WTO TFA) and the draft text of the regional United Nations (UN) treaty on cross-border paperless trade facilitation under negotiation at Economic and Social Commission for Asia and the Pacific (ESCAP). Implementation levels of 44 countries in Asia and the Pacific were calculated based on 31 trade facilitation and paperless trade measures. This study also describes trade facilitation projects that promote development through deepening regional cooperation and integration. It also discusses digital trade as a major opportunity for SMEs to better access international markets and global supply chains, giving them the chance to growth both quickly and sustainably. The progress and challenges in the regional and subregional trade facilitation efforts being made to streamline trade procedures are also presented. ADB and UNESCAP jointly prepared this publication.
