Book Did Social Safety Net Scholarships Reduce Drop Out Rates During the Indonesian Economic Crisis

Download or read book Did Social Safety Net Scholarships Reduce Drop Out Rates During the Indonesian Economic Crisis written by Lisa A. Cameron and published by World Bank Publications. This book was released on 2002 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper uses regression and matching techniques to evaluate Indonesia's Social Safety Net Scholarships Program. The program aimed to prevent large numbers of children from dropping out of school as a result of the Asian economic crisis of 1998. It was expected that families would find it difficult to keep their children in school and that dropout rates would be high, as they were during the recession of the 1980s. However, dropout rates did not increase markedly, and enrollment rates have remained relatively steady. This paper examines the role played by the scholarship program in producing this result. Data were drawn from a national household survey of 100 rural villages across Indonesia, conducted in 1994 and 5 times in 1997-99. The scholarships were found to have been effective in reducing dropouts at the lower secondary school level by about three percentage points but had no discernable impact at the primary and upper secondary school levels. Analyses also examined how well the program adhered to its documented targeting design and how effective this design was in reaching the poor. The targeting criteria appear to have been followed quite closely, but this did not prevent some households with higher reported per-capita expenditures from receiving the scholarship. (Contains 23 references and data tables and figures.) (Author/SV)

Book excerpt: The author uses regression and matching techniques to evaluate Indonesia's Social Safety Net Scholarships Program, which was developed to keep large numbers of children from dropping out of school as a result of the Asian crisis. It was expected that many families would find it difficult to keep their children in school and that dropout rates would be high, as they were during a recession in the 1980s. But dropouts did not increase markedly and enrollment rates remained relatively steady. The author examines the role the scholarship program played in producing this result. She found the scholarships to have been effective in reducing dropouts in the lower secondary school (where students are more susceptible to dropping out) by about 3 percentage points. They had no discernible impact in primary and upper secondary schools. The author also examines how well the program adhered to its documented targeting design and how effective that design was in reaching the poor. Committees that allocated the scholarships followed the criteria diligently, but a significant percentage of scholarships did go to students from households with high reported per capita expenditures, if household expenditure data are reliable. It is unclear how targeting can be improved, giving the scarcity of accurate local household data in most countries. Using local monitoring could help but then monitoring for accountability would be more difficult. Preliminary evidence favors focusing safety net scholarships--designed to reduce dropout rates during an economic crisis--on lower secondary schools, continuing to target children (especially older students) from large families, scaling back scholarships to private schools at the lower secondary level, or targeting the households hurt most by the crisis.

Book excerpt: This paper uses regression and matching techniques to evaluate Indonesia's Social Safety Net Scholarships Program. The scholarships program was developed to try and prevent large numbers of children from dropping out of school as a result of the Asian crisis. The expectation was that many families would find it difficult to keep their children in school and drop out rates would be high like they were during the 1980's recession. Drop-outs however have not increased markedly and enrollment rates have remained relatively steady. This paper examines the role played by the scholarship program in producing this result. The scholarships were found to have been effective in reducing dropouts at the lower secondary school level by about 2.4 percentage points but had no discernible impact at the primary and upper secondary school levels. We also examine how well the program adhered to its documented targeting design and how effective this design was in reaching the poor. The targeting criteria appear to have been followed quite closely but this did not prevent some households with high reported per capita expenditures receiving the scholarship.

Book Indonesian Living Standards

Download or read book Indonesian Living Standards written by John Strauss and published by Institute of Southeast Asian Studies. This book was released on 2004 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Asian financial crisis in 1997-98 was a serious blow to a thirty-year period of rapid growth in East and Southeast Asia. This book uses the Indonesia Family Life Surveys (IFLS) from late 1997 and late 2000 to examine changes in living standards for Indonesians from just before the start of the crisis to three years after. Indonesian Living Standards Before and After the Financial Crisis, using the rich data in IFLS to provide a true-to-life look at living conditions in Indonesia, is an important reference for policymakers working on economic issues affecting Indonesia.

Book Determinants of Agricultural Growth in Indonesia the Philippines and Thailand

Download or read book Determinants of Agricultural Growth in Indonesia the Philippines and Thailand written by Yair Mundlak and published by World Bank Publications. This book was released on 2002 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: The introduction of new high-yielding varieties of cereals in the 1960s, know as the green revolution, changed dramatically the food supply in Asia as well as in other countries. Mundlak, Larson, and Butzer examine over an extended period the growth consequences for agriculture in Indonesia, the Philippines, and Thailand. Despite geographic proximity, similar climate, and other shared characteristics, gains in productivity and income differed significantly among the countries. The authors quantify these differences and examine their determinants. Mundlak, Larson, and Butzer find that the new technology changed the returns to fertilizers, irrigated land, and capital, all of which proved scarce to varying degrees. Complementing technology-related changes in factor use were investments--public and private--driven in part by policy. The authors find that factor accumulation played an important role in output growth and that accumulations from policy-driven investments in human capital and public infrastructure were important sources of productivity gains. They conclude that policies that ease constraints on factor markets and promote public investment in people and infrastructure provide the best opportunities for agricultural growth. This paper--a product of Rural Development, Development Research Group--is part of a larger effort in the group to understand appropriate policies that promote rural development. The study was funded by the Bank's Research Support Budget under the research project "Dynamism of Rural Sector Development" (RPO 683-06). Book Conditional Cash Transfers

Download or read book Conditional Cash Transfers written by Ariel Fiszbein and published by World Bank Publications. This book was released on 2009-02-09 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Book Growth Distribution and Poverty in Africa

Download or read book Growth Distribution and Poverty in Africa written by Luc J. Christiaensen and published by World Bank Publications. This book was released on 2002-01-01 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication analyses country studies into poverty dynamics over the past decade in eight African countries: Ethiopia, Ghana, Madagascar, Mauritania, Nigeria, Uganda, Zambia and Zimbabwe. Using improved household survey data, the book provides an overview of poverty trends and considers the impact of policy reforms to promote economic growth and poverty reduction. The report highlights the importance of the following factors in the success of poverty reduction strategies in Africa: country location, as some regions have failed to benefit from economic growth due to their remoteness; the role of infrastructure, such as a viable road network; access to education and land are key private endowments in helping households to benefit from emerging economic opportunities; and the significance of social protection measures for poverty outcomes.

Book For Protection and Promotion

Download or read book For Protection and Promotion written by Margaret Grosh and published by World Bank Publications. This book was released on 2008-08-25 with total page 614 pages. Available in PDF, EPUB and Kindle. Book excerpt: Safety nets are noncontributory transfer programs targeted to the poor or vulnerable. They play important roles in social policy. Safety nets redistribute income, thereby immediately reducing poverty and inequality; they enable households to invest in the human capital of their children and in the livelihoods of their earners; they help households manage risk, both ex ante and ex post; and they allow governments to implement macroeconomic or sectoral reforms that support efficiency and growth. To be effective, safety nets must not only be well intended, but also well designed and well implemented. A good safety net system and its programs are tailored to country circumstances, adequate in their coverage and generosity, equitable, cost-effective, incentive compatible, and sustainable. Good safety nets are also dynamic and change over time as the economy changes or as management problems are solved and new standards are set. Drawing on a wealth of research, policy, and operational documents from both academia and the World Bank s work in over 100 countries, For Protection and Promotion provides pragmatic and informed guidance on how to design and implement safety nets, including useful information on how to define eligibility and select beneficiaries, set and pay benefits, and monitor and evaluate programs and systems. The book synthesizes the literature to date and enriches it with new examples on various program options cash transfers (conditional and unconditional), in-kind transfers, price subsidies, fee waivers, and public works. It concludes with a comprehensive diagnostic for fitting safety net systems and programs to specific circumstances.
