Accanto a numerosi provvedimenti normativi, la stessa giurisprudenza costituzionale e amministrativa sono intervenute più volte per meglio definire e declinare la singola portata delle norme in questione. La presente Guida per il docente di sostegno. Dall'integrazione all'inclusione, dopo aver ripercorso le principali tappe dell'evoluzione storica della normativa riguardante l'integrazione scolastica delle persone con disabilità, offre un quadro aggiornato (con riferimenti comparati), delle politiche e della normativa italiana in materia, approfondendo anche grazie alle più importanti e recenti pronunce giurisprudenziali il tema dell'integrazione scolastica delle persone con disabilità, dell'inclusione delle persone con Disturbi Specifici dell'Apprendimento (DSA), con Bisogni Educativi Speciali (BES) e degli alunni stranieri. In essa sono contenute alcune indicazioni e strategie precise che sono proprie della scuola italiana in ottica inclusiva, volte a consentire a tutti gli alunni, qualsiasi siano le loro difficoltà, il pieno accesso all’apprendimento. L’attenzione viene quindi estesa ai Bisogni Educativi Speciali nella loro totalità, andando oltre la certificazione di disabilità, per abbracciare il campo dei Disturbi Specifici dell’Apprendimento, lo svantaggio sociale e culturale, le difficoltà linguistiche per gli alunni stranieri, ecc. La direttiva sancisce quindi il diritto per tutti gli alunni che presentano queste tipologie di difficoltà/svantaggio di avere accesso a una didattica individualizzata e personalizzata. Le strategie, le indicazioni operative, l’impostazione delle attività di lavoro, i criteri di valutazione degli apprendimenti e i criteri minimi attesi trovano definizione all’interno del PDP – Piano Didattico Personalizzato dell’alunno. Questa nuova pubblicazione proposta da Erickson ha lo scopo di accompagnare i Dirigenti scolastici, gli insegnanti e i gruppi di lavoro interni alla scuola nella strutturazione di un percorso realmente inclusivo per il proprio contesto scolastico. Nel libro vengono quindi proposti, attraverso i contributi dei massimi esperti di didattica inclusiva: – suggerimenti utili per impostare percorsi educativo-didattici realmente inclusivi e volti a promuovere il pieno apprendimento di tutti gli alunni; – riflessioni di carattere teorico; – numerosi spunti di lavoro (anche inerenti la rilevazione dei BES e gli aspetti più strettamente legati alla valutazione e alle competenze in uscita); – proposte specifiche per alunni con Bisogni Educativi Speciali. Il software è strutturato in due aree: 1. Creazione e gestione dei Piani Didattici Personalizzati degli alunni con BES L'area dedicata al Gruppo di Lavoro per l'Handicap Operativo (GLHO) o al Consiglio di classe per la scuola primaria, accedendo alla quale è possibile: - effettuare la valutazione dell'alunno (facoltativa) sulla base dell'approccio ICF-CY; - procedere alla stesura del PDP; - esportare le informazione immesse, realizzando così un documento sottoscrivibile dagli insegnanti, dal Dirigente e dalla famiglia. 2. Creazione/Gestione Piano Annuale per l'inclusività L'area che fornisce al GLI (Gruppo di Lavoro per l'Inclusione) le istruzioni per la redazione del Piano Annuale per l'Inclusività (PAI). Book excerpt: Superdiversity explores processes of diversification and the complex, emergent social configurations that now supersede prior forms of diversity in societies around the world. Migration plays a key role in these processes, bringing changes not just in social, cultural, religious, and linguistic phenomena, but also in the ways that these phenomena combine with others like gender, age, and legal status. The concept of superdiversity has been adopted by scholars across the social sciences in order to address a variety of forms, modes, and outcomes of diversification. Central to this field is the relationship between social categorization and social organization, including stratification and inequality. Increasingly complex categories of social “difference” have significant impacts across scales, from entire societies to individual identities. While diversification is often met with simplifying stereotypes, threat narratives, and expressions of antagonism, superdiversity encourages a perspective on difference as comprising multiple social processes, flexible collective meanings, and overlapping personal and group identities. A superdiversity approach encourages the re-evaluation and recognition of social categories as multidimensional, unfixed, and porous as opposed to views based on hardened, one-dimensional thinking about groups. Diversification and increasing social complexity are bound to continue, if not intensify, in light of climate change. This will have profound impacts on the nature of global migration, social relations, and inequalities. Superdiversity presents a convincing case for recognizing new social formations created by changing migration patterns and calls for a re-thinking of public policy and social scientific approaches to social difference. This introduction to the multidisciplinary concept of superdiversity will be of considerable interest to students and researchers in a range of fields in the humanities and social sciences. Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.
