No obstante, si se consideran estos asentamientos como SISTEMAS, en los cuales todos sus componentes interactúan dependientemente, es posible abordar sus problemáticas en forma holística y de allí obtener Diagnósticos Ambientales que constituyan herramientas válidas para los poderes de gestión en la toma de decisiones integrales que contribuyan a su desarrollo sustentable. Por tanto, el objetivo de este trabajo es determinar cualitativa y cuantitativamente la Calidad Ambiental de un Ecosistema Humano, por medio de un análisis dinámico que contempla la interrelación constante de sus componentes y su permanente flujo de retroalimentación. A tal fin, el AREA ARQUITECTURA AMBIENTAL, unidad de investigación perteneciente a la Facultad de Arquitectura, Urbanismo y Diseño de la Universidad Nacional de San Juan, presenta una metodología fundamentada en la concepción del AMBIENTE como un SISTEMA, es decir un conjunto de componentes directa o indirectamente relacionados en una causal, de modo más o menos estable, en un lapso dado. La aplicación de este método permite elaborar diagnósticos certeros e integrales en asentamientos de baja, media y alta complejidad, como instrumentos de los poderes de gestión, para la toma de decisiones inseparables de su contexto general, propiciando conceptos de sustentabilidad basados en el uso racional y equilibrado de la oferta ambiental de la región, evitando altos impactos al ecosistema. Este libro constituye la 2a Edición corregida y aumentada de la publicación realizada por la FAUD-UNSJ en el año 1995, y su método ha sido aplicado en la elaboración de Diagnósticos Ambientales en diferentes asentamientos de la provincia de San Juan y transferido a sus respectivos poderes de gestión. Asimismo se ha incorporado a los claustros universitarios en trabajos de investigación para implementación de temáticas realizadas por alumnos de las Cátedras Taller de Arquitectura IV(A) y V(B) de esa Facultad.

Book excerpt: Twenty years after the Convention on Biological Diversity (CBD) entered into force, the founding of the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) in 2012 was the outcome of a long process of setting biodiversity issues at the top of the global environmental agenda. With contributions from more than a dozen well-renowned researchers in political science, law and sociology, this book analyzes IPBES functioning and challenges in terms of the knowledge selection process and actors involved. The book reveals that, through its conceptual framework, IPBES promotes a pluralistic view of nature that calls for a broadening of the disciplinary frontiers. It combines natural science and social science research and also includes indigenous and local knowledge. IPBES is considered to represent the institutionalization of a permanent knowledge assessment on biodiversity and is often referred to as an IPCC success story, constituting a new stage in global environmental governance. In analyzing the knowledge selection process for IPBES decision making, the book better situates IPBES within the biodiversity and global governance domain.
