Book excerpt: Given recent controversies over suspected WMD programs in proliferating countries, there is an increasingly urgent need for effective monitoring and verification regimes--the international mechanisms, including on-site inspections, intended in part to clarify the status of WMD programs in suspected proliferators. Yet the strengths and limitations of these nonproliferation and arms control mechanisms remain unclear. How should these regimes best be implemented? What are the technological, political, and other limitations to these tools? What technologies and other innovations should be utilized to make these regimes most effective? How should recent developments, such as the 2015 Iran nuclear deal or Syria's declared renunciation and actual use of its chemical weapons, influence their architecture? The Politics of Weapons Inspections examines the successes, failures, and lessons that can be learned from WMD monitoring and verification regimes in order to help determine how best to maintain and strengthen these regimes in the future. In addition to examining these regimes' technological, political, and legal contexts, Nathan E. Busch and Joseph F. Pilat reevaluate the track record of monitoring and verification in the historical cases of South Africa, Libya, and Iraq; assess the prospects of using these mechanisms in verifying arms control and disarmament; and apply the lessons learned from these cases to contemporary controversies over suspected or confirmed programs in North Korea, Iran, and Syria. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Book excerpt: In addition to its efforts to provide the best in nuclear weapons technology, the Lawrence Livermore National Laboratory has devoted much attention to the question of how to provide effective control of nuclear weapons. One consequence of this concern was a conference held at the Laboratory to examine policies and negotiating goals in five major areas of arms control: strategic arms limitations talks (SALT), long-range theater nuclear forces (LRTNF) restraints in Europe, nuclear weapons test limitations, arms control in space, and non-proliferation policies. The participants focused on desirable long-term goals and criteria for successful policies, realistic estimates of how closely such goals and policies can be achieved, and concrete steps that could be taken toward these goals in the immediate future. None of the conference speakers saw an easy time ahead: the complexities and difficulties of arms control measures, both technical and political, were emphasized more than once. There was general agreement that SALT and LRTNF negotiations should be pursued; there was also a sharp and clear division on the desirability of a comprehensive nuclear weapons test ban, although it was agreed that a ban at this time is not propitious. Despite differences of emphasis, particularly over the future role of nuclear energy, there was substantial agreement in the approach to the elements of future policy. In the closing round table discussion, a prescription emerged for the formulation of arms control policy within the government.
