The author begins by analyzing the roots of the revolution and the post-revolution situation from a political sociology perspective and then diagnoses the Tunisian economy before and after the revolution and identifies the multidimensional binding constraints preventing it from escaping the middle-income trap. The book then explores the pillars of an inclusive development strategy that Tunisia should pursue. The emphasis is made on building inclusive institutions, developing a new social contract and reinventing the country's leadership. Beyond the institutional dimension, the author suggests innovative financial channels, discusses the strategy of a successful integration of the Tunisian economy in the global economy as well as the pillars of its transformation into a knowledge-based economy.

Book excerpt: Located in the heart of the North African coastline, adjacent to vital shipping channels connecting Europe and Asia, Tunisia has long been a regional economic influence in the Middle East and North Africa. Although socialist policies dominated the Tunisian economy throughout the latter half of the 20th century, Tunisia has re-focused its economic strategy on key indicators such as foreign investment, domestic job creation, exports and tourism. These have become the backbone of the Tunisian economy and have helped strengthen relationships with primary trading partners in the European Union. Exports such as textiles, computer arts and petrochemicals now account for a significant portion of the Tunisian economy. This liberal economic development strategy created years of stable annual growth and improved living standards well into the 2000s. However, this growth was unequal due to a culture of corruption and cronyism that reached its height during the era of former President Zine el Abidine Ben Ali from 1987 through 2011. Years of progressive economic growth were stymied by rising unemployment and government waste. Discontent for the Ben Ali government boiled over in January 2011 with a revolution to overthrow the president, ruling party and Parliament. In the ensuing months of uncertainty, declines in tourism and investment contributed to an overall economic decline that lasted throughout much of the year. The political climate also remained uncertain as Tunisians worked to form a new coalition government and transition into a democratic system.

Book excerpt: In this report we propose to study the Tunisian path to economic development in four stages. First, we trace the history of economic development in Tunisia over the period 1961-2001, describing the different economic policies that were adopted and their consequences on factor accumulation and well being. We distinguish three phases of economic development: the socialist period from 1961 to 1970, the mixed economy period from 1971 to 1986, and the structural adjustment period from 1987 to 2001. We then proceed to a quantitative analysis of Tunisia's potential performance in a competitive setting and an open economy. The activity analysis confirms the reversals of economic efficiency and growth performances described in the historical perspective. It quantifies the potential level of domestic final demand that Tunisia could have reached had it from the start followed the path of perfect competition and free trade. It also determines Tunisia's sectors of comparative advantage and the sources of evolution of its growth performance. After that, we evaluate the records of social and economic achievements in Tunisia over these four decades, focusing especially on the poverty record and presenting the policy measures that were undertaken to combat poverty. And finally, we discuss the style of governance that has guided Tunisia since its independence, the institutional setup, and some of the political economy reasons for Tunisia's overall success in development.

Book excerpt: Until 2010 Tunisia appeared to be doing well and was heralded by the World Bank and the IMF as a role model for other developing countries, and the World Economic Forum repeatedly ranked Tunisia as the most competitive economy in Africa. Yet, the Tunisian model had serious flaws. Inadequate creation of jobs, notably for university graduates, and deep regional disparities were a source of increasing frustration across the country in the run up to the January 2011 Revolution. This development policy review shows that, in contrast to the façade often presented by the former regime, Tunisia's economic environment was and remains deeply deficient. The review highlights an economy that has remained frozen in low-value added activities and where firms are stagnating in terms of productivity and jobs creation. The review argues that Tunisian prosperity has been held back by policies that have reduced the country s overall economic performance. This poor performance results from extensive barriers to entry and market restrictions coupled with a heavy business regulations and a poorly functioning financial system, have resulted in economic stagnation. Economic policies have exacerbated cronyism and rent-seeking, allowing under-performing firms to survive, regardless of their productivity. in order to fulfill its economic potential, Tunisia needs to create a level playing field by opening up the economy and removing Tunisia's three dualisms, namely the onshore-offshore division, the dichotomy between the coast and the interior, and the segmentation of the labor market. A strong social policy is also necessary, of course, and should be designed to accompany private sector-led growth. Tunisia can capitalize on a strong competitive advantage to export wage-intensive goods, expand its export of services, and unleash the potential of agriculture, to the benefit of small businesses, young graduates, and farmers in Tunisia's long-neglected interior regions. Realizing these benefits will require improving the investment climate, rationalizing regulations, and developing more equitable development policies that benefit all of Tunisia's regions. The Unfinished Revolution is a challenge for policymakers to rethink Tunisia's economic development model, to question existing assumptions, and to dare to think big about policy reforms which can accelerate growth and shared prosperity, create quality jobs and promote regional development.
