Making sense of such questions and observations is only possible by understanding how the decision-making of societies at risk is embedded in culture, and how intervention measures acknowledge, or neglect, cultural settings. The social construction of risk is being given increasing priority in understand how people experience and prioritize hazards in their own lives and how vulnerability can be reduced, and resilience increased, at a local level. Culture and Disasters adopts an interdisciplinary approach to explore this cultural dimension of disaster, with contributions from leading international experts within the field. Section I provides discussion of theoretical considerations and practical research to better understand the important of culture in hazards and disasters. Culture can be interpreted widely with many different perspectives; this enables us to critically consider the cultural boundedness of research itself, as well as the complexities of incorporating various interpretations into DRR. If culture is omitted, related issues of adaptation, coping, intervention, knowledge and power relations cannot be fully grasped. Section II explores what aspects of culture shape resilience? How have people operationalized culture in every day life to establish DRR practice? What constitutes a resilient culture and what role does culture play in a society’s decision making? It is natural for people to seek refuge in tried and trust methods of disaster mitigation, however, culture and belief systems are constantly evolving. How these coping strategies can be introduced into DRR therefore poses a challenging question. Finally, Section III examines the effectiveness of key scientific frameworks for understanding the role of culture in disaster risk reduction and management. DRR includes a range of norms and breaking these through an understanding of cultural will challenge established theoretical and empirical frameworks.

Book excerpt: The world has become obsessed with the Western notions of progress, development, and globalization, the latter a form of human and economic homogenization. These processes, through the aegis of the United Nations, are comparatively monitored. Those nations deemed to be ‘lagging behind’ are then provided with foreign aid and developmental assistance. For nearly seventy years, India has sought its place in this global endeavour; yet, even today, abject poverty and backwardness can be observed in districts in almost every state; with the highest concentration of such districts found in the state of Bihar and a cultural enclave, known as Mithila. Development in India has been elusive because it is difficult to define; and because the Western concepts of development and progress have no absolute equivalents within many non-Western settings. As a consequence, development programmes often fail because they are unable to ask the right questions, but equally important is the political economy derived from foreign aid. For politicians, there is no long-term benefit to be derived from successful development. In general, foreign aid only serves to corrupt governments and politicians and, in the end, does very little for those who need help. The struggling states of Bihar and Mithila serve as extreme examples of India‘s problems. Development here has been thwarted by a hereditary landed aristocracy supported by religion, casteism, custom, social stratification, tradition, and patterns of behaviour that can be traced back millennia. In turn, all these have been masterfully manipulated by co-opted politicians, who have turned politics into a veritable art form as this volume comprehensively demonstrates.

One key feature of global trade over this period has been the growing importance of not only product standards but, importantly, labor, environmental, food safety and social standards. Being essentially a non-tariff barrier,standards have often become critical to market access and essential to sustained competitiveness. This has a clear impact on the manner in which both global and Indian business is conducted now and in the future. It also underlines the need for a new area of enquiry that addresses the following questions: How are the Indian public and private actors – the state, domestic firms, local consumers and society – influencing and being influenced by such standards? Do standards really matter in an overwhelmingly informal production sphere, with consumers deeply segmented on the basis of a highly skewed distribution of income and with the rural population becoming further marginalized? We have limited knowledge about the challenges faced and strategies pursued by these key domestic actors, both public and private. How have they been able to drive these processes and what are their implications for larger concerns with inequalities and the conditions of the poor? How does the omnipresent informality influence compliance, encourage multiple standards and affect the chances of addressing institutional dysfunctionality? What role does regulation play?
