Economic growth in each transition state - and more broadly the region - pivots around the prospects for foreign direct investment (FDI), with decisions on where foreign investors will locate their projects now vitally important. This book - the first one devoted to a geographical survey concentrating specifically on FDI in the region - brings together a wide range of prominent authors from the US and Europe, including the late Frank Carter, to provide a timely and critical examination of the importance of foreign investment. It presents a detailed analysis of location patterns and their significance for regional development, with particular emphasis given to the important socioeconomic and political consequences of uneven distribution of FDI across the region and its constituent countries. Divided into two parts, the book first deals with general overarching themes and issues before applying these to more specific country case studies. The second part deals with regional studies, focusing broadly on the Western Balkans and Bulgaria, before looking at specific economic sectors in individual countries.

He finds that large and persistent regional labor market disparities developed in virtually all transition countries and that there is some evidence of polarization. Differences in starting conditions and market access seem to be the major reasons for regional divergence in transition. Furthermore, regional wages are only slightly more flexible than in many European Union labor markets, interregional migration is low, and capital seems to move toward high wage and low unemployment urban centers rather than to the most backward regions. Policy should thus take a long-run perspective on the existing regional disparities, focus on removing barriers to mobility, review existing institutions for implementing regional policy, and aim at a close coordination of regional and labor market policy instruments. Instead, being inside or outside of the EU has become a major paradigmatic divide between claimed 'spheres of influence' by 'Brussels' and 'Moscow' respectively. In the aftermath of the end of communism, established certainties no longer seemed to apply. And this included many of the borders within the former eastern Bloc, with some losing their relevance, while others re-assert themselves. As its particular contribution, this book adopts a symbiotic approach to the analysis of borders, drawing on a political-economy perspective, while also recognising the importance of the socio-cultural dimension as found in 'border studies'. This seeks to do greater justice to the complex, composite nature of borders as geo-political, state-legal and cultural-historic constructs in both theory and practice. In addition, the book's approach stretches across spatial scales to capture the multi-level nature of borders. The first part of the book presents the conceptual framework as it sets out to embrace this multi-faceted, multi-layered nature of borders. In the second part, case studies from north-central Europe, including the Baltic Sea Region, exemplify the complexity of borders in the context of post-socialist transformation and continuing EU-isation.

Scholars have shifted their analysis away from the narrow idea of «borders», and moved their attention towards the wider view of «borderlands», «border regions», and «border zones», thus, leading to the conceptual re-definition of border politics. These recent approaches have identified border areas as socially constructed territories that demonstrate many of the characteristics of independent polities. Border communities seem to have come to life, creating a degree of autonomy and separation from central state actors. While the rich literature in border studies identifies important changes in local political and economic systems, it does not necessarily identify the mechanisms that create these changes: Why has integration occurred in some border regions while others are being reinforced? Why has integration failed in some cases where opportunity structures are positive, while it has succeeded in others saddled with more limited constraints? The essays in this volume address such fundamental questions.
