Book excerpt: Rapid economic development and population growth has accelerated environmental degradation and resource scarcity. There is growing recognition of the importance of environmental conservation and sustainable development. Sustainable environmental management may benefit from integrating a variety of factors into decision-making processes, such as economic, environmental, social, technical, legislative, and political considerations. Moreover, environmental systems are often involved in a multitude of uncertainties, which significantly intensifies the complexity of systems analysis. In this thesis, a set of fractional programming methods are developed to solve multiobjective environmental management problems under uncertainties. Factorial analysis is introduced to explore the interactions of uncertain system parameters and quantify their interactive effects on system performance. The proposed methods include (1) an inexact fractional credibility-constrained programming method for sustainable municipal solid waste management, (2) a generalized fuzzy fractional programming method for air quality management, and (3) an inexact mixed-integer sequential factorial fractional programming method for sustainable municipal solid waste management in the City of Regina, Canada. The models can reflect the multi-objective characteristic of environmental management and address the conflicts between economic and environmental objectives without weighing them. The proposed models are able to maximize environmental benefits and obtain maximum system efficiency with minimal system costs. The objective is to optimize the ratio of environmental benefits to system costs rather than considering them separately, which provides a practical way to solve efficiency issues in environmental management. Moreover, the interactions obtained with factorial analysis may reveal implicit interrelationships between uncertain parameters and help decision makers gain insight into a complex environmental system.

Book excerpt: Yongxin County is located in the west of Jiangxi Province, China, within the middle reaches of the Heshui River Basin. The Heshui River provides the primary water resource for local economic activities. In recent years, there has been an increase in water demand in Yongxin County due to rapid economic development and rapid population growth. Water quality management has also been a major concern for local governments, which is not only affecting economic development but also threatening the sustainability of water resources. The local area has encountered local economic development problems with environmental concerns about water shortages and pollution. This research intends to provide strategies for supporting sustainable planning within the basin in the County under uncertainties, focusing on integrated water resources management. An inexact two-stage fuzzy gradient chance-constrained programming (ITSFGP) method for water resources management is proposed to analyze the tradeoffs between economic development and environmental policies. The uncertainties associated with decision makers' preferences are expressed as fuzzy sets to quantitatively reflect the interrelationships between system benefits and violation risks. To better examine the multiple objectives and uncertainties in the water management system, an inexact twostage fuzzy gradient chance-constrained fractional programming (ITSFGFP) water resources management model is developed. The proposed model is capable of incorporating ratio optimization and measuring system efficiency. The results show that the priority of local development should be fisheries, forestry and industrial activities. Subareas 1, 3 and 4 would be dominant sectors in local economic income. Portions of cropping and livestock, such as paddy and pig farming should be limited when the water supply is insufficient. When the decision makers prefer to be optimistic, the economic development of subareas 1, 3 and 4 should be considered first. If the decision makers wish to be conservative, the economic development of subareas 2 and 5 would be prior. When considering both economic development and water conservation objectives, the development of paddy and dry framing in subarea 1 and pig farming in subarea 1 and 3 should be limited. This study provides a valuable scientific basis for local sustainable development, especially for water resources and water quality management.

Book excerpt: Rapid population growth and socio-economic development have caused increasing demands for water resources. In addition, issues of water scarcity and pollution are intensifying. The increasing scarcity of water could spark conflict among water users. It is increasingly important to develop rational and optimum water resources management strategies to support sustainable development at all levels - from national to regional. In water resources management systems, uncertainty exists in many system parameters, and the dynamic features of these systems create more challenges for such management. Therefore, making the best use of limited water resources is desired to facilitate sustainable regional development. In this thesis, a factorial multi-stage chance-constrained programming (FMCCP) approach is developed to support water resources management under uncertainty. A multivariate factorial analysis is introduced to identify the effects of uncertainty parameters and their interactions on system performance. This approach is applied to a hypothetical case study of water resources system analysis. The results could help decision-makers to acquire their desired water-allocation schemes. The model could help to analyze the relationship between the economic objective and the system risk. Moreover, factorial analysis is introduced to identify the interactions between the significant factors and to investigate their effects on system performance. In addition, a multi-stage credibility-constrained water resources management (MCWRM) model is developed for water resources management under uncertainty. This proposed method is applied to a hypothetical case study of water resources management. This method improves upon the existing mathematical methods by integrating fuzzy credibility-constrained programming to measure the satisfaction degrees of the constraints. The model effectively reflects uncertainties expressed as probability distributions, fuzzy membership functions and intervals with random boundaries, as well as the dynamic features of water resources management systems, in a systematic manner. The results could help decision-makers to identify water-allocation patterns over the planning horizon and to examine the relationship between predefined policies and implied economic penalties. To demonstrate its applicability, the proposed MCWRM model is applied to a real-world case study in Guhai Water Distribution System (GWDS), China. The proposed model could help decision-makers to analyze the tradeoffs between economic development and environmental policies. The results indicate that the development of economic crops and industrial activities should be encouraged; in contrast, the development of corn should be restricted. The results also reveal that the credibility level would have an obvious effect on the optimized system revenue. When the credibility level is high, the decision-maker prefers to be conservative, resulting in lower system benefits under low violation risk. In contrast, when the credibility level is low, the decision maker seeks to be optimistic, resulting in higher system benefits under high violation risk. The proposed method could provides scientific basis for local sustainable development and water resources management.

An essential feature of economic and financial problems it that there are always at least two criteria to be taken into account: profit maximization and risk minimization. Therefore, the economic and financial problems are multiple criteria ones. In this book, a new systematization of the problems of multiple criteria decision making is proposed which allows the author to reveal unsolved problems. The solutions of them are presented as well and implemented to deal with some important real-world problems such as investment project’s evaluation, tool steel material selection problem, stock screening and fuzzy logistic. It is well known that the best results in real -world applications can be obtained using the synthesis of modern methods of soft computing. Therefore, the developed by the author new approach to building effective stock trading systems, based on the synthesis of fuzzy logic and the Dempster-Shafer theory, seems to be a considerable contribution to the application of soft computing method in economics and finance. An important problem of capital budgeting is the fuzzy evaluation of the Internal Rate of Return. In this book, this problem is solved using a new method which makes it possible to solve linear and nonlinear interval and fuzzy equations and systems of them. The developed new method allows the author to obtain an effective solution of the Leontjev’s input-output problem in the interval setting.
