A large share of that investment has been allocated to the provision of social services, particularly health and education. The country's family planning program, which was integrated into the public health system in the 1980s, has expanded dramatically. Today, knowledge of contraceptives is virtually universal, and the level of use of modem methods is among the highest in sub-Saharan Africa. Still, the fertility rate in Zimbabwe remains high, and critics have charged that the family planning program is ineffective-even though there has been no systematic evaluation of the program. The benefits of investments in social infrastructure since independence are likely to be felt most by young Zimbabweans, and thus it will be several decades before it is possible to arrive at a complete and definitive answer with regard to the benefits realized from the country's family planning services. Policy decisions, however, cannot wait decades. In a recent study, Duncan Thomas and John Maluccio combined household and community level survey data collected in the late 1980s and early 1990s to measure the impact of service availability and quality on contraceptive use and fertility, paying special attention to the distributional effect of these investments.

Notwithstanding this success, there is still an urgent need for these programs. The world's population is increasing, with annual population growth still approximately 80 million people. Nearly all of this growth is occurring in developing nations, where fertility rates remain relatively high. This high fertility runs counter to the preferences expressed by millions of women, who actually want to have smaller families. Family planning programs are also desirable because they are associated with a range of other benefits, most notably improvements in women's and children's health. Host countries provide about 60 to 75 percent of funding for family planning. However, funding and technical assistance from donor nations, especially the United States, have been crucial to the past success of family planning programs and are equally important for strengthening and expanding program efforts to meet future challenges.

The marked declines in fertility seen in some developing nations have been accompanied by slowing population growth, which in turn provided a window of opportunity for rapid economic growth. For many sub-Saharan African nations, this window has not yet opened because fertility rates have not declined as rapidly there as elsewhere. Fertility rates in many sub-Saharan African countries are high: the total rate for the region is estimated to be 5.1 births per woman, and rates that had begun to decline in many countries in the region have stalled. High rates of fertility in these countries are likely to contribute to continued rapid population growth: the United Nations projects that the region's population will increase by 1.2 billion by 2050, the highest growth among the regions for which there are projections. In June 2015, the Committee on Population organized a workshop to explore fertility trends and the factors that have influenced them. The workshop committee was asked to explore history and trends related to fertility, proximate determinants and other influences, the status and impact of family planning programs, and prospects for further reducing fertility rates. This study will help donors, researchers, and policy makers better understand the factors that may explain the slow pace of fertility decline in this region, and develop methods to improve family planning in sub-Saharan Africa.
