The report of the study contains 12 chapters. After a brief look at the context of office automation from the perspective of history, the first chapter highlights some expectations about the technologies and their development over the next 15 years. It also introduces a framework that guides the assessment, summarizes the findings, and identifies policy issues for the next decade. Chapters 2 through 6 discuss the possible effects of office automation in more detail. They deal with potential effects on employment levels; the kind of training and education needed for office work; changes in work content, jobs, occupations, and organizations; the quality of work life, the office environment and labor management relations; and the security and confidentiality of information. Chapters 7 and 8 consider two alternatives to conventional offices, made feasible by office automation: home-based work and performance of data-entry operations in countries with lower paid workers. Chapter 9 and 10 look at office automation in the public sector, while Chapter 11 deals with office automation and small businesses. The final chapter considers the implications of office automation for two groups: working women and minorities. Within the office automation area, these methods do not work nearly as well. The frequency and amount of human interaction in the office environment, and the wide variety of situations and reactions there in, demands a different design methodology.

Book excerpt: The purpose of this research was to study the transition process of office automation and its impact on clerical workers. The objective was to provide computer-naive managers with recommendations on factors to consider when managing the office automation change process. The topic was investigated using a case study approach. The setting was a large, multi-function, research-oriented, urban university on the west coast. Data were gathered through interviews, observations and examination of documents. Twenty-five clerical workers (representing different segments of the campus and having experience using different types of computer-assisted office equipment), who had experienced the transition process of office automation, were interviewed in depth. Ten of those subjects were additionally interviewed in group settings. Administrative personnel who had responsibility for managing computing resources were interviewed for background data. Information was gathered from the subjects concerning their experiences with and perceptions of the automation change process, and the impact of automation on their jobs. The data were analyzed by the following categories: (a) factors affecting the transition process, (b) factors impacting on efficient use of computer-assisted equipment, (c) job changes resulting from office automation, and (d) factors associated with the use of different types of computer-assisted equipment. Key findings were that (a) the prospect of office automation can be anxiety-producing for potential users, (b) most users did not receive adequate training, (c) lack of training may result in underutilization of computer-assisted equipment, (d) there was no indication that automation diminished communication among users, and (e) most of the subjects reported high job satisfaction after automation. It was the researcher's conclusion that the significant issue of office automation is how the automation change process is managed, not the automation per se. It is recommended that managers include users in office automation decision-making in order to minimize problems associated with user anxiety, training, job design and efficient use of the equipment.

Although 54 workstations for accessing various remote data systems and for word processing were in place, it was known that actual needs exceeded existing capabilities. As the level of automation increased, it became evident that an overall plan was required to fully integrate the offices and provide them system capabilities which they could not otherwise justify. This would provide quality computer hardware, communications, and software technology at minimal cost. It was found that the actual need was about 139 workstations, of which 75 were professional (personal computer), 33 were word processing, and 31 were unintelligent terminals. Users expressed a universal need for access to other OACE offices' in the Pentagon and the Pulaski Building with each other and with their primary data center in Dallas, TX. Also, a high-speed laser printer would be primary data center in Dallas, TX. Also, a high-speed laser printer would be required in each building to handle large-volume, hard-copy output requirements. Although this report is targeted for OACE, it will be useful to any organization contemplating large-scale office automation. It describes total system design considerations, development of requirements, full acquisition and maintenance costs, training requirements and training costs, assessment and comparison of alternative individual components and overall system performance, and phased implementation.
