Book excerpt: Thorvald Stoltenberg President of the Norwegian Red Cross Chairman of the Editorial Advisory Board Despite the very optimistic language on the imminence of new accessions to the European Union that came out of the June 2001 European Council in Gothen burg, it will serve no good purpose to neglect the fact that EU membership for the Central and Eastern European applicants remains a difficult process. Painful experience makes it prudent to exercise caution in predicting developments with in the European Union. Negotiations may drag out, snags may appear and some thing may happen on the way to ratification. So perhaps it is wise to take a broad er view of European integration - and therefore integration within the North European, Barents and Baltic Sea region that is the focus of this Yearbook. EU membership for those countries that are able to satisfy the Copenhagen requirements - and the chapters of the acquis communautaire that have subse quently been specified - is certainly a prize worth fighting for. But all is not lost if some of the applicants end up not joining the Union as a result of the current enlargement round. Even more important than formal membership is the process of growing together that has taken place simultaneously with the membership negotiations. We are dealing here with integration in the real world of trade, investments, division of labour, politics, environment, hard and soft security, people-to-people relations etc.

Marine Protected Areas Network in the South China Sea discusses legal and political measures to support the development of a network of marine protected areas in the South China Sea. Such a network, if properly developed, would not only help to protect the marine environment and resources of the region but also contribute to decreasing the tension among its coastal States. These measures are suggested in accordance with international law, based on the specific geopolitical context of the South China Sea region and take into consideration experiences in developing regional networks of marine protected areas from other marine regions.

One of its main objectives was to create a National Ecological Network. This network should be in place by 2018. Its aim is two-fold: to increase nature areas’ carrying capacity (increasing the area and improving habitat quality) and to increase the coherence of nature areas by connectivity. This is to be realised by increasing the area devoted to nature from the 450,000 ha, which existed in 1990 to almost 730,000 ha in 2018. In addition, ecological linking zones will be constructed and infrastructure barriers removed where possible to reduce fragmentation. The Netherlands has reached the halfway planning stage and more and more projects are being implemented. With nationwide public and political support for the second Nature Policy Plan, Nature for People, People for Nature, the realisation and sustainable management of the National Ecological Network seem to be guaranteed.
