Book excerpt: A Nordic study has been carried out to develop a methodology for the setting of criteria for acceptance of monolithic waste at landfills in accordance with the requirements in the Council Decision 2003/33/EC, to recommend appropriate methods to test monolithic waste and to propose associated criteria/limit values for acceptance of monolithic waste at landfills. This report contains the main conclusions of the study. The study was financed by the Working Group for products and waste (The PA-group) under the Nordic Council of Ministers.

Book excerpt: This report presents the situation within the Nordic countries with respect to production and recycling of construction and demolition waste, in particular crushed concrete, in the form of aggregates, and discusses the conditions and requirements relating to environmental impacts for a possible application of the End-of-Waste option in the Waste Framework Directive. If this option is applied, the material may become a product and it will no longer be regulated by waste legislation. Regulation of crushed concrete under product legislation presents a number of challenges, particularly with respect to environmental protection. The report presents and proposes a methodology for the setting of leaching and risk-based criteria to be fulfilled by crushed concrete (and other waste aggregates) in order to obtain End-of-Waste status. It is further recommended to set impact-reducing conditions on the use of materials obtaining End-of-Waste criteria, and not to allow free use. It should be noted that the work described in this report was carried out during the period from 2010 to 2012.

Book excerpt: EU landfill directive defines three categories of landfills: landfills for inert waste, for normal waste and for hazardous waste. Criteria for which waste may be disposed at each type of landfill are also given. They consist primarily in limit values for the leaching of inorganic components. It is however possible to allow higher limit values for specific waste and components. However, this requires a risk assessment to demonstrate that this represents no additional risks to the environment. This report provides guidance on possible approaches to a risk assessment in cases where deviations from the landfill regulations are considered and to point out key issues to be taken into account. A proposal for an approach to be used in the impact assessment is presented. The focus is primarily on inorganic constituents. The results of this project may be used in the development of national guidelines on deviation from EU landfill criteria.

Book excerpt: 400 million tonnes of waste is produced in England and Wales from industrial, commercial and household sources, with 375 million tonnes produced in England alone. Following on from its previous report on waste management issues (HCP 385-I, session 2002-03, ISBN 0215010876) published in May 2003, the Committee's report focuses on the progress being made to meet targets for recycling, and the impact of the EU Landfill Directive on reducing the amount of waste sent to landfills, particularly in hazardous waste landfill capacity. Findings include that waste policy has a lower public profile than many other environmental issues, and its development is hindered by a lack of quality data. Concerns are raised about the level of hazardous waste that is unaccounted for, following the ending of co-disposal of hazardous and non-hazardous waste in the same landfill. Government funding for research into new treatment technologies is welcomed, but more investment is needed; and the planning system is a key influence on the country's waste management capacity. The Committee also recommends that the Landfill Tax should be increased to £35 per tonne; and that the introduction of local authority schemes to promote household waste recycling should be left at the discretion of local councils, with variable charging schemes only introduced if this can avoid disadvantaging low-income families.

Book excerpt: The Department of Toxic Substances Control (DTSC) of the State of California Environmental Protection Agency is in the process of complying with the Regulatory Structure Update. The Regulatory Structure Update is a comprehensive review and refocusing of California's system for identifying and regulating management of hazardous wastes. As part of this effort, the DTSC proposes to change its current waste classification system that categorizes wastes as hazardous or nonhazardous based on their toxicity. Under the proposed system there would be two risk-based thresholds rather than the single toxicity threshold currently used to distinguish between the wastes. Wastes that contain specific chemicals at concentrations that exceed the upper threshold will be designated as hazardous; those below the lower threshold will be nonhazardous; and those with chemical concentrations between the two thresholds will be "special" wastes and subject to variances for management and disposal. The proposed DTSC system combines toxicity information with short or long-term exposure information to determine the risks associated with the chemicals. Under section 57004 of the California Health and Safety Code, the scientific basis of the proposed waste classification system is subject to external scientific peer review by the National Academy of Sciences, the University of California, or other similar institution of higher learning or group of scientists. This report addresses that regulatory requirement.
