Book excerpt: Australians rank air pollution as their major environmental concern, according to a recent survey by the Australian Bureau of Statistics. The state of our air is an important determining factor in the quality of life of Australian cities. It affects the health of the community and directly influences the sustainability of our lifestyles and production methods. While the day to day management of air quality is a State and Territory responsibility, there are a growing number of air quality management issues that are common across Australia. These require coordinated national action to improve urban air quality. The Air Pollution in Major Cities Programme focuses on the six pollutants to which the majority of Australians are exposed. These are carbon monoxide, nitrogen dioxide, ozone, lead, particles and sulfur dioxide. Air quality issues confronting our towns and cities are being addressed in five major areas: national standards developed mainly under the National Environment Protection Council and the Motor Vehicles Environment Committee; strategies for the implementation of practical solutions to air quality problems; monitoring of air quality across Australia; research to inform air quality policy; and community education on air quality issues. The Commonwealth Government commissioned the Australian Academy of Technological Sciences and Engineering to conduct an independent Inquiry into Urban Air Pollution, as part of the Air Pollution in Major Cities Programme. Clear the Air is the first step in the Commonwealth's response to the recommendations of the Inquiry. Clear the Air projects are funded by the Commonwealth Government's Natural Heritage Trust through the Air Pollution in Major Cities Programme providing the national action in five key areas: transport; industry; residential; monitoring; coordination.

Book Beyond the Policy Cycle

Download or read book Beyond the Policy Cycle written by HK Colebatch and published by Routledge. This book was released on 2020-07-29 with total page 213 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is common (and comforting) to see public policy as the result of careful craft work by expert officials who recognise a problem, identify and evaluate possible responses, and choose the most appropriate strategy the policy cycle'. The reality is more complex and challenging. Many hands are involved in policy-making, not all of them official, they are not all addressing the same problem, they have different ideas about what would be a good answer, and the process is rarely brought to a neat close by a clear decision. The development of policy can resemble firefighting, with players rushing to react to demands for action in areas that are already in crisis, or it can be a less frenetic process of weaving, as they search for an outcome which reflects the concerns of all the stakeholders. Effective participation in the policy process calls for a clear understanding of this complexity and ambiguity. Beyond the Policy Cycle sets policy in this wider context. It recognises that participants in the process are drawn from both government and diverse areas outside government, and looks not at a model' process but rather at how the game is played: how issues rise to prominence, who is actually doing the work, and exactly what it is that they are doing. With detailed Australian case studies, and examining the implications of recent trends in policy such as the outsourcing of service provision, Beyond the Policy Cycle offers students and practitioners a critical and engaged look at the activity of policy that reflects the reality of the policy experience.

Book excerpt: Public and Environmental Health Law is a successor to Public Health Law and Regulation 2nd edition and offers a critical and up to date assessment of the legislation, cases and policies that impact on public health practice in Australia and New Zealand. As with earlier editions, this book outlines and discusses laws in a range of important areas including environmental health, food safety, communicable disease, obesity, tobacco and alcohol, the human health impacts of pollution control and planning law. Particular focus is given to new directions in public and environmental health law including the risk based approaches reflected in recent legislation and statutory duties to protect public health. Introductory chapters set public and environmental health law in the context of the wider legal system and discuss issues such as its constitutional structure, international trends and obligations, rights questions including natural justice and the proper exercise of statutory power by officers. The principles of legislation and its interpretation and the laws of evidence, with a particular focus on the use of epidemiological data as evidence, are also examined. Public and Environmental Health Lawis designed for students of environmental health and public health, for environmental health officers, medical officers and others working in the field and for all persons interested in the potential for law and legislation to further the practice of public health.
