Book excerpt: "Conventional competency-based performance management systems (PMS), though considered a more advanced concept over traditional performance appraisal in managing the performance of employees, are criticized for lacking in the 'values' aspect. The Hong Kong Police Force, under the auspices of a study to revamp its appraisal system, incorporated the Force values into a competency-based PMS to develop a 'values-driven competency-based performance management system' (VDCBPMS) and implemented it in the officer cadre in 2000 (the intervention). This thesis outlines the development and implementation of the VDCBPMS and reports the findings of a study that aims to examine the effect of the new system on officers. The study focuses on the officers' perceptions and attitudes resulting from the intervention and hypothesizes that the new system will increase their organizational commitment and job satisfaction; job-effort and value alignment with the Force, as well as overall performance of the Force through enhanced performance of individual officers ..."--Abstract.
