Book excerpt: This Innovations Deserving Exploratory Analysis project improved and evaluated a detection-control system (D-CS) for enhanced traffic safety at high speed signalized intersections. A literature review was conducted to identify potential enhancements to the D-CS control algorithm required to create the "second generation" D-CS algorithm. The needed enhancements included dilemma zone protection based on vehicle size, real-time dilemma zone changes, coordination, and real-time measures of effectiveness reporting. After selecting the most feasible enhancements, the control algorithm was modified and tested in the laboratory. Based on laboratory test results and refinements, a "second generation" D-CS control algorithm was developed capable of providing dilemma zone protection specific to vehicle type using a modified system to prevent max out during "Stage 2" operation.

Book excerpt: Traffic engineers are often faced with operational and safety challenges at rural, high-speed signalized intersections. Vehicle-actuated control, combined with multiple advance detectors, is often used to improve operations and safety. However, this type of detection and control has not always resulted in a significant number of crashes. Crashes sometimes continue to occur at high-speed intersections, and delays to traffic movements can be unnecessarily long. An innovative detection-control system was developed for the Texas Department of Transportation to minimize both delay and crash frequency at rural intersections. This system was subsequently implemented at several intersections in Texas and its safety and operational benefits were evaluated. This report documents the findings and conclusions reached as a result of a three-year implementation project. The Detection-Control System was installed at each of eight intersections in Texas during the three-year period. Five of the intersections were suitable for a before-after study of safety and operational data. An evaluation of the before-after data indicated that the Detection-Control System was able to reduce delay by 14 percent, stop frequency by 9 percent, red-light violations by 58 percent, heavy-vehicle red-light violations by 80 percent, and severe crash frequency by 39 percent.

Book excerpt: This project entailed the design, development, testing, and evaluation of intersection decision support (IDS) systems to address straight crossing path (SCP) intersection crashes. This type of intersection crash is responsible for more than 100,000 crashes and thousands of fatalities each year. In developing these IDS systems for both signalized and stop-controlled intersections, a top-down systems approach was used that determined the necessary system functions and evaluated the capability of different technologies to perform those functions. Human factors tests were also conducted that evaluated the effectiveness of warning algorithms and infrastructure-based driver-infrastructure interfaces in eliciting a stopping response from drivers about to be involved in an SCP intersection crash. Results indicated that further technological development is needed for the sensing and intersection state IDS functions. Furthermore, infrastructure-based warning interfaces tested were greatly outperformed by previously-tested in-vehicle warnings. Thus, future research on IDS systems should focus on their infrastructure-cooperative configuration, where the system supports an in-vehicle warning.

With those systems the video detectors can be easily deployed/modified for different application requirements. This research project is initiated to improve the convenience and coverage and reduce cost in turning movement data collection, by taking advantage of the existing video detection system at signalized intersections. This research involves hardware design and algorithm testing, where an automatic turning movement identification system (ATMIS) is developed to interface the current signal control system at each intersection. The ATMIS is tested in different scenarios with variations in intersection configuration and weather conditions. The turning movement data obtained from the system are compared with the ground truth by watching the synchronous video. While the average accuracy level in the first phase of tests for most intersection movements reached 90%, additional improvements in the algorithm and hardware design to handle large-sized vehicles, irregular geometrics and pedestrians, have further advanced the data accuracy to be over 95% for the entire intersection. The major problem leading to the errors is due to turning buses at small intersections, where the size of vehicles can cause false detections. We found an effective solution to this problem by adjusting the camera angle or height, but it was not done for every such case partly because it adds to the busy daily work for the city engineers and partly due to the low volume for the turning movements at small intersections, where the error can be contained in the ADT data. It has been demonstrated that the ATMIS algorithm can effectively address variations in geometrics within the scope of this project, with no obvious degrading impact on the accuracy level by normal rain and snow.

Book excerpt: This project report summaries research and implementation of signal system communications and improved signal control. An investigation of available signal system communication technologies and media identified spread spectrum radio as an effective, inexpensive, and flexible alternative. As part of the project, a radio communications system was selected and installed at five signalized intersections along US 281 in Falfurrias, Texas. Closed loop system software was then installed to coordinate the previously isolated, actuated intersections. The end result was improved traffic control, improved traffic flow, and remote system monitoring for those responsible for signal maintenance. A second aspect of the project focused on developing real-time control functionality that would make use of the communications system. The Texas Department of Transportation's Dynamic Arterial Responsive Traffic System (DARTS) Specification provided a public domain, real-time signal coordination algorithm that suited this purpose. Simulators were developed by the Texas Transportation Institute to determine the effectiveness of DARTS installed in Falfurrias. Results show an average 18 percent reduction in travel time on US 281 and indicate the potential for DARTS to reduce arterial travel time. As an added project benefit, the simulation software developed for this project can be used to determine DARTS applicability at any given field site, and it can be used to train personnel in DARTS use and calibration.
