Book excerpt: This dissertation presents a multiple objective, zero-one mathematical programming model for the stochastic, multistage R & D project selection and resource allocation problem. The model is intended for those research and development activities which have a certain degree of autonomy in the selection of their research portfolio and which concentrate efforts in applied research or development projects. Each feature of the proposed model is designed to incorporate realistic aspects of the R & D decision making process. First, the model includes an integer goal programming formulation which enables the formal incorporation of multiple, noncommensurate objectives along with integer treatment of possible projects. Second, decision tree planning techniques are used to represent the sequential aspects of allocating scarce resources over the planning horizon, to reflect various project and goal relationships, and to incorporate probabilistic future events and outcomes. Third, simulation techniques are used to convert the probabilistic parameters into deterministic inputs for the mathematical formulation. Finally, the model includes a heuristic based solution algorithm involving system constraint partitioning procedures, and iterative one-pass variable selection and solution variable exchange routines to enable the efficient solution of realistic size problems.

Hundreds of billions of dollars are spent every year on these R&D pursuits. It may seem logical that the more money a company spends on R&D, the more successful they will be. However, multiple studies have shown there is no significant correlation between a firm's R&D expenditures and its financial performance. The key to effective R&D is not how much a firm spends, but how well the money is spent. There are two sides of doing R&D effectively-doing the right projects and doing projects right. This thesis focuses primarily on the first side, creating a process to help a company choose the best projects to pursue. A significant amount of literature exists in this area, however that literature mostly focuses on R&D performed at original equipment manufacturers (OEMs). For OEMs, R&D is the first step in a product development process where the company has the ultimate decision over the form their product takes. This thesis expands on that literature to focus on R&D project selection for firms that act as suppliers to OEMs. Suppliers performing R&D are faced with significant additional challenges due to the OEM having final say over the product configuration. Suppliers have uncertainties about whether they are pursuing the right technology along with whether they will actually win business to utilize that technology. This fact often forces suppliers to adopt a conservative R&D strategy with a fairly secure likelihood of adoption over speculative R&D that might not come to fruition. Because every company and every industry is different and has different priorities for their R&D activities, there is no single process that will work at every company to help them choose a better portfolio of R&D projects. Instead, this thesis presents a set of guidelines that can be used to help companies (especially suppliers with conservative R&D strategies) design their own process. Along with those guidelines, a case study is presented based on implementing an R&D project selection process at Spirit AeroSystems. The process that was implemented, along with problems encountered with that process and ideas for further improvements are discussed. Lessons learned from Spirit AeroSystems can further be utilized to help companies create better project selection processes.

Chapter 6 examines the allocation of resources in complex situations and restrictions, and also studies the financial aspects of projects and optimization of financial elements. Chapter 7 assesses and evaluates projects within the framework of multi-criteria decision theory. Chapter 8 concludes with an analysis of new models based on synthetic indicators, helping the operations manager select the most convenient solutions. Hence, the book provides a number of original advances, including: an assessment of the complexity and hardness of a project network; a description of the network's morphology; a new approach to simulate project networks; development of models based on continuous variables to optimize project schedules; and the development of a three-dimension model (MACMODEL) to assess and to evaluate projects and a new synthetic indicator to support the process of scheduling. Finally, several software products are presented that help the project manager to use new tools such as RISKNET and MACMODEL.

The computerized Delphi DSS model will aid an organization by integrating decisions regarding projects across multilevel, interrelated subunits that are attempting to achieve the same goal. The DSS model offers the solution to the semi-structured nature of R & D decisions by outlining a method for better insight into the decision-making process, as well as providing alternative scenarios when resolving problems.
