Book excerpt: The purpose of this study was to develop a prototype plan for the effective closure and stabilization of a semiarid low-level waste disposal site. This prototype plan will provide demonstrated closure techniques for a trench in a disposal site at Los Alamos based on previous shallow land burial (SLB) field research both at the Los Alamos Experimental Engineered Test Facility (EETF), and at a waste disposal area at Los Alamos. The accuracy of modeling soil water storage by two hydrologic models was tested by comparing simulation results with field measurements of soil moisture in eight experimental landfill cover systems at Waste Disposal Area B having a range of well-defined soil profiles and vegetative covers. Regression analysis showed that one of the two models tested represented soil moisture more accurately than the second model. The accuracy of modeling all of the parameters of the water balance equation was then evaluated using field data from the Integrated Systems Demonstration plots at the EETF. Optimized parameters were developed for one model to describe observed values of deep percolation, evapotranspiration, and runoff from the field plots containing an SLB trench cap configuration.

Book excerpt: In its present condition, the dam of the tailings pond is less stable than is recommended by international practice. A surveillance system has been established to observe both vertical and horizontal soil movement and the buildup of stresses in the soil. The stability of the dam depends primarily on erosion by shore processes and the consequent reduction of the counterbalance, as well as the reduction in strength of the Cambrian clay underlying the dam caused by creep and by water percolating to the bottom of the pond. The most critical need is to enlarge the counterbalance and to stop erosion. The surveillance system should be supplemented with a system of inclinometers. Monitoring of coastal processes should be continued. At present, the hydrodynamic stress on the dam is minimal because the pebble layer allows drainage of water out of the tailings pond and into the sea. The regulatory requirement to end emissions into the Baltic Sea must be met without causing undesirable hydrodynamic stresses on the dam. Regression analysis showed that CREAMS generally represented soil moisture more accurately than HELP simulations. Precautions for determining parameter values for model input and for interpreting simulation results are discussed. A specific example is presented showing how the field-validated hydrologic models can be used to develop a final prototype closure plan. 15 refs., 13 figs., 3 tabs.

The activities associated with decontamination and decommissioning of old facilities, environmental restoration, security enhancements, monitoring and surveillance, and risk reduction should provide a significant employment potential for scientists and engineers of the weapons complex of the Former Soviet Union.
