Book excerpt: Many researchers have identified the myriad of concerns that frequently affect people who drop out of school prior to high school graduation. These include increased risks of lower income, need for welfare support, unemployment, and criminal activity (Alexander, Entwisle, & Horsey, 1997; Christenson & Thurlow, 2004; Gleason & Dynarski, 2002; Suh, Suh, & Houston, 2007). School leaders have a keen interest in helping all students successfully complete school, thereby reducing the risk of these issues occurring later in life. In an effort to help students avoid these potential risks, school leaders have tried to identify students at risk of dropping out of school so they can intervene and help the students persist to graduation. Researchers have documented the ineffectiveness of high school intervention efforts (Bowers, 2010) as well as the greater effectiveness of earlier interventions (Entwisle & Alexander, 1993; Suh et al., 2007). As a result, there has been more emphasis placed on identifying potential dropouts earlier in their educational careers. This study has attempted to develop a practical dropout prediction model based on elementary data. The study examined 222 students who entered high school together, then collected data from when those same students were in elementary school. The resulting models did not have high levels of predictive accuracy, but they did provide some useful results for identifying the students most severely at risk of dropping out. In addition, the study has provided some useful knowledge to aid in further research on identification and intervention efforts.

Book excerpt: The purpose of this study was to provide a predictive model for profiling potential high school dropouts during the middle school years using data available to teachers, counselors, and administrators. The subjects for the study were 377 students (175 dropouts and 202 persisters) in grades 9 through 12 that attended the Okeechobee County Schools between the 1992-93 and 1995-96 school years. The null hypothesis stated that a model consisting of a subset of the 23-predictor variables would not discriminate between students who drop out of school and those who persist. Data were collected from archival sources within the school district and analyzed through discriminant analysis using an SPSS program. Cross validation was performed using a FORTRAN program developed by Morris and Meshbane (1995). Numerous models were identified that discriminated between dropouts and persisters; therefore, the null hypothesis was rejected. The model that had the highest hit rates contained the following variables: (a) age in the eighth grade, (b) suspensions in the eighth grade, (c) attendance in the seventh grade, (d) attendance in the eighth grade, (e) membership in a dropout prevention program, (f) free or reduced-price lunch status, (g) limited-English proficiency status, (h) retention status, and (i) athletic status. The variable that appeared most often in the models that had the highest hit rates for the dropout group was retention status. Other variables that appeared in models included the number of Ds and Fs in the seventh grade, the number of Ds and Fs in the eighth grade, and suspensions in the seventh grade. Variables that were not found to be as significant based on F-ratios included (a) gender, (b) membership in an exceptional education program, and (c) certain achievement test scores. A large amount of missing data relative to the achievement test scores may have contributed to the lack of significance. Hispanic students dropped out in disproportion to the representation in the sample. In addition, most of the dropouts in the sample were not in dropout prevention programs, and most of the dropouts that were in a dropout prevention program dropped out despite the intervention. A profile of the high school dropout based on this study includes: (1) being retained more often, (2) being overage, (3) receiving more Ds and Fs, having poorer attendance, and being suspended more often in the seventh and eighth grades, and (4) receiving a free or reduced-price lunch.

Book excerpt: In response to the high school dropout crisis, which comes with great economic and social costs, early warning systems (EWSs) have been developed to systematically predict and improve student outcomes. The purpose of this study is to evaluate different statistical and machine learning methods to predict high school student performance and improve EWSs. By improving education EWSs, this study aims to better identify those students in need of targeted support and inform on-the-ground practitioners who may intervene long before students may be dropping out. The current study explores the aforementioned methods in the context of a cohort of 40,008 Connecticut students. The study utilized more than 100 predictors and developed models to predict each student's probability of being on-track to graduate within four years using data collected prior to a student's entry into 9th grade. Random forests, classification and regression tree (CART, or decision tree), and regularized logistic regression-ridge, lasso, and elastic net-models were developed, and performance of the models was evaluated on a validation dataset by comparing classification accuracy measures. The study revealed that random forests models developed using a training set balanced by oversampling did the best job of identifying which students are at risk. These models captured complex interactions among covariates and performed best when thresholds were optimized using Youden's index rather than defaulted at a 0.5 cut-off. The variable importance rankings showed that standardized test scores, attendance, and course performance were the top-ranking predictors of being on-track. Coefficients from elastic net models provided nuanced information to complement random forests results. In addition, incorporating detailed special education-related predictors served to improve classification accuracy, especially for students with disabilities. This study is filling a practical void in education to support the development of more sophisticated predictive models. This will be usable by researchers as an approach to ensure future EWSs work optimally. It is also an opportunity for practitioners to leverage new knowledge about students who are at-risk, and to test interventions at many levels in an attempt to improve graduation outcomes.

The EWS Tool v2.0 is based on research on the academic and behavioral predictors of dropout and can be used by schools, districts, and states to identify students who are at risk for dropping out of high school. This brochure details what early warning systems are and how they can be used to identify and support students who are at risk of dropout, and provides a brief overview of the EWS Tool v2.0 and early warning system implementation process. One important element of such prevention efforts is the identification of students at highest risk for dropping out and then the targeting of resources to keep them in school. An early warning system that uses "indicators based on readily accessible data" can predict, during students' first year in high school, whether the students are on the right path toward eventual graduation. Research is clear that ninth grade is a "make or break" year. More students fail ninth grade than any other grade in high school, and a disproportionate number of students who are held back in ninth grade subsequently drop out. Recent research in large urban school districts, including Chicago and Philadelphia, provides information about powerful indicators that can predict, by the end of the first year of high school, or even during the first semester, whether students will complete high school. This brief guide reviews this research and uses it as a basis for providing guidance to schools and districts about using data to address the dropout problem. This guide, intended for educators and policymakers at the school, district, and state levels, is designed to provide information about the following: (1) Factors that contribute to a student's dropping out; (2) Research on early warning indicators; (3) School-level early warning systems; (4) District-level early warning systems; and (5) States' roles in supporting the development and use of early warning systems. This report examines the changing demographics of high school students over the last decade and investigates the impact that these changes may have had on high school dropout rates. Specifically, the study examined the changing nature of the high school population during the last decade and describes the different effects of various student-level characteristics on the propensity for students to drop out of school between 1980 and 1982 compared to 1990 and 1992. The report provides data that depict changes in the characteristics of students' families, in students' economic backgrounds, in dropout rates, and in the characteristics of dropouts. Data show that during the 1980s, a growing number of students with characteristics traditionally associated with school failure began attending high school; at the same time, high school dropout rates decreased by almost 50 percent. The declines occurred among students with a variety of characteristics--minority and majority students, students in intact families and nonintact families, and students with children of their own living in their household. Many groups of students traditionally considered "at risk" for school failure dropped out at lower rates in 1990 than in 1980. However, there were other groups of students whose dropout rates did not improve. These were students from poor families, who had histories of poor academic achievement, and who had multiple risk factors in their backgrounds. The study used data on two cohorts of high school sophomores collected by the National Center for Education Statistics--the sophomore cohort of 1980 from the High School and Beyond (HS&B) study, and the sophomore cohort of 1990 from the National Education Longitudinal Study of 1988 (NELS:88). Appendices contain methodological notes, standard error tables, and multivariate analyses. Eight figures and 57 tables are included. (LMI)

The Committee on Educational Excellence and Testing Equity (CEETE) was formed to monitor the effects of education reform, particularly testing, on students at risk for academic failure because of poverty, lack of proficiency in English, disability, or membership in population subgroups that have been educationally disadvantaged. The committee recognizes the important potential benefits of standards-based reforms and of test results in revealing the impact of reform efforts on these students. The committee also recognizes the valuable role graduation tests can potentially play in making requirements concrete, in increasing the value of a diploma, and in motivating students and educators alike to work to higher standards. At the same time, educational testing is a complicated endeavor, that reality can fall far short of the model, and that testing cannot by itself provide the desired benefits. If testing is improperly used, it can have negative effects, such as encouraging school leaving, that can hit disadvantaged students hardest. The committee was concerned that the recent proliferation of high school exit examinations could have the unintended effect of increasing dropout rates among students whose rates are already far higher than the average, and has taken a close look at what is known about influences on dropout behavior and at the available data on dropouts and school completion.
