Book excerpt: Volume I describes the development and verification of a pavement condition index (PCI) for rating jointed concrete (plain and reinforced) and asphalt surfaced roads, streets, parking lots, and hardstands subjected to pneumatic tired and tracked vehicular traffic. A similar method for air fields has been developed and officially adopted by the U.S. Air Force. The PCI, which measures pavement structural integrity and surface operational condition, is calculated based on measured pavement distress types, severities, and densities obtained during pavement inspection. Volume II describes types and severity levels, and the measurement criteria to use when collecting data for the PCI calculation. Field tests indicate that the PCI closely agrees with the collective judgment (mean rating) of experienced pavement engineers. The PCI was found to be much more consistent than ratings by individual engineers since it is based on measured distress data, and not on subjective judgment.
