It establishes the clear target of becoming climate neutral by 2050. To reach this ambitious goal, it will require reducing EU's GHG emissions by at least 55% by 2030 compared to 1990 levels and 90% in transport emissions by 2050. This objective is embedded in the Sustainable and Smart Mobility Strategy adopted at the end of 2020. All transport modes including maritime sector will need to contribute to this objective. Shipping is one of the least carbon intensive ways to transport goods. However, it constitutes a significant share of the total global emissions, corresponding to 2.9% of anthropogenic CO2 emissions. To reduce the emissions from maritime transport, the European Commission (EC) aims to propose measures, to work alongside with the on-going work at International Maritime Organisation (IMO) level. Those measures in-clude incorporating the maritime sector into the European Emission Trading System (ETS), the Fuel EU Maritime initiative to boost the demand for sustainable alternative fuels as well as the reviews of the directives on energy taxation, alternative fuel infra-structure, and renewable energy. The achievement of the Green Deal objectives will require significant investments. The Green Deal reaffirms the EC's commitment to pursue green finance and investment while ensuring a just transition. The EU Taxonomy to facilitate sustainable investment plays a pivotal role in shifting capital flows towards sustainable investments. According to the Sustainable and Smart mobility Strategy, the technical screening criteria based on the Taxonomy should be defined for all transport modes by 2021. However, the initial proposal for technical screening criteria for the Taxonomy devel-oped by the Technical Expert Group on sustainable finance (TEG) did not include the maritime sector. While the TEG agreed that the work on maritime criteria should be prioritised, given its potential contribution to the greening of the transport sector, it could not conclude its assessment within the time available. Furthermore, according to the Taxonomy Regulation, all relevant economic activities within a specific sector (e.g. transport) should be covered if they contribute equally towards the environmental objectives, to avoid distorting competition in the market. This study was therefore launched by the Commission to fill the gap in the TEG's initial analysis and assess which economic activities and under which conditions could be considered environ-mentally sustainable in line with the Taxonomy Regulation. The climate mitigation and adaptation criteria for maritime shipping in the Commission 2021 Delegated Regulation supplementing the Taxonomy Regulation are based on the analysis and findings of this study. In addition, a draft final report was submitted in January 2021 to the Platform on Sustainable Finance to assist their further work.

Steer was supported in the study by sub-consultant Kestrel Verifiers. The importance of reducing the environmental impacts of transport is underlined by the European Green Deal, published in 2019, which resets the Commission's commitment to tackling climate and environmental related challenges through an objective for no net emissions by 2050. The need for a significant increase in the level of investment in sustainable infrastructure and economic activities has been recognised and to facilitate private sector investment the European Union intends to put in place mechanisms to identify investments that can be considered as sustainable on a sector by sector basis. Work within the EU led to the enactment of Regulation 2020/852 "on the establishment of a framework to facilitate sustainable investment", also known as the Taxonomy Regulation. The Regulation sets out a number of environmental objectives: - climate change mitigation; - climate change adaptation; - the sustainable use and protection of water and marine resources; - the transition to a circular economy; - pollution prevention and control; and - the protection and restoration of biodiversity and ecosystems. Economic activities can be included in the EU sustainable finance taxonomy if they make a "substantial contribution" to at least one of these environmental objectives (Articles 10 to 15) and "do no significant harm" to the other objectives (Article 17). Enabling economic activities are permitted in the taxonomy on the basis of Article 16. Under Article 23, the Commission is granted the power to develop Delegated Acts (regulations) which will allow it to establish the technical screening criteria under which specific economic activities qualify for the taxonomy.

The International Energy Agency, for example, estimates that to reduce carbon dioxide emissions by 50 percent by 2050, global investments in the energy sector alone will need to total US$750 billion a year by 2030 and over US$1.6 trillion a year from 2030-2050. Despite global efforts to mobilize required capital flows, the investments still fall far short. Bloomberg New Energy Finance argues that by 2020 investments will be US$150 billion short from the levels required simply to stabilize CO2 emissions. For the East Asia and Pacific region alone, the World Bank study Winds of Change suggests that additional investments of US$80 billion a year over the next two decades are required.Multiple factors affect green investments, often rendering them financially not attractive. Private investment flows, therefore, depend on public sectors interventions and support. As in many countries public sector resources are scarce and spread across many competing commitments, they need to be used judiciously and strategically to leverage sufficient private flows. Many governments, however, still lack a clear comprehensive framework for assessing green investment climate and formulating an efficient mix of measures to accelerate green investments and are unfamiliar with international funding sources that can be tapped. To address this challenge, the World Bank, with support from AusAID, conducts the work on improving the financing opportunities for green infrastructure investments among its client countries. This activity attempts to identify practical ways to value and monetize environmental externalities of investments and improve the promotion and bankability of green projects. This research report, as a key step in this activity, provides a structured compendium of ongoing leading initiatives and activities designed to accelerate private investment flows in green growth. It summarizes current investment challenges of green projects as well as proposed solutions, financing schemes and instruments, and initiatives that have set the stage for promoting green growth. The results of this work are intended to benefit the international community and policymakers who are seeking to deepen their knowledge of green investment environment. In addition, it is hoped that this work will be useful to practitioners, including fund managers and investors, seeking to have a better understanding of current trends, global initiatives, and available funding sources and mechanisms for financing green projects.

Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests.
