Book excerpt: Research was designed to evaluate the use of microcomputers for Navy training in a context that would permit the exploration of games for learning declarative information, in situ development of stand-alone computer-assisted instruction (CAI) systems, and techniques for developing automated tutors and student models. A data base of facts involving Soviet platforms and weapons systems was compiled and represented as a semantic network. The data base and a series of drill and practice games were implemented on a TERAK microcomputer and installed at the Fleet Combat Training Center, Pacific for tactical action officer training. Results of a formative evaluation of the training are described in this report.

Book excerpt: "This report provides an historical account and analysis of the U.S. Army Research Institute's (ARI) research and development (R & D) efforts on structured simulation-based training (SST). These R & D efforts have led to the development of 30 research reports, 14 conference papers, and over 200 training support packages (TSPs). The developed TSPs focused on optimizing the simulation-based training opportunities for armor and mechanized infantry platoons and companies, and their battalion and brigade staffs. The TSPs have also been developed for representatives of a battalion's or a brigade's combat support and combat service support elements. This report's findings indicate that the developed TSPs would, if utilized properly, help the U.S. Army more fully exploit its advanced simulation-training systems. In addition, 43 lessons learned have been derived from these SST projects. The present report provides a central information source on ARI's SST efforts, and has important implications for future SST research and development efforts."--Stinet.

Book excerpt: "The U.S. Army Simulation, Training, and Instrumentation Command (STRICOM) is developing the Close Combat Tactical Trainer (CCTT) to support maneuver training for platoon and company units. The CCTT is the first part of the Combined Anms Tactical Training (CATT) system providing operational training for combined arms foroes on a virtual battlefield. The U.S. Army Research Institute (ARI) also is developing structured CCTT training support packages TSPs) for required mission and task training. Successfiil structured training in the Virtual Training program (VTP) with Simulation Networking (SIMNET) established a model for similar CaT training. This report examines integrated system management needed to implement suceessfull training with the CCTT and its TSPs. While CCTT development has focused on simulation requirements, and TSP development has focused on training requirements, total system management has been a secondary consideration. Conceived in a Total Quality Management (TQM) framework, the report proposes processes designed to sustain and improve the training effectiveness of the CCTT thronghout system life. The emphasis is on continuous monitoring of training proces and products to provide management feedback, and establishing process action teams to define and solve system problems. The report identifies some training process indicators, and possible management Support tools."--DTIC.

Justine Wise Polier (1903-1987) was educated at Bryn Mawr, Radcliffe, and Barnard. She earned her law degree from Yale Law School where she was editor of the Yale Law Journal. In 1935, she was appointed Justice of the Family Court where she sat for 38 years. Judge Polier took a leave from the bench in 1941 when she was appointed special advisor to Eleanor Roosevelt at the Office of Civilian Defense in Washington. She also served as Chairman of the Committee on Mental Health for New York. Judge Polier was a founder and president of the Wiltwyck School; vice president of the Citizens Committee for Children of N.Y.; vice president of the American Jewish Congress; Delegate to the White House Conferences on Children and on Education. Judge Polier was a member of the Institute of Judicial Administration, American Bar Association. She was on the editorial board of the International Juridical Association and was awarded the 1964 Isaac Ray Award by the American Psychiatric Association for "contributions to the improvement of the relations of Law and Psychiatry." Following her retirement from the bench, she served as the director of the Juvenile Judge division of the Children's Defense Fund. During her illustrious career, Judge Polier was the recipient of numerous awards including: the Citation for Distinguished Service to the City of New York, 1973; the Human Services Award from the New York and Bronx Mental Health Association, 1973; the Eleanor Roosevelt Humanitarian Award from the Board of Directors of Wiltwyck School, 1975. Judge Polier also published numerous reports and several books including: Everyone's Children, Nobody's Child; Back to What Woodshed?; A View from the Bench; and The Rule of Law and the Role of Psychiatry.

Book excerpt: Within the context of military training system development, the question of how to assess the cost versus expected benefits of innovations in training technology has become of major importance. Before this question can be answered, it must first be demonstrated that both the cost and the benefits of such innovations can be quantitatively measured. Then it must be demonstrated that accurate predictions can be made with regard to development and operational costs, training effectiveness, and expected timesavings. Three separate activities were undertaken to solve this problem. The first was to define a descriptive model of a generalized, computer-based training system. The second step was generation of a predictive model of student performance in a computer-based training environment. The third activity was to develop a computer program which incorporated the predictive model and estimated the cost of implementing and operating this particular, innovative training technique, i.e., conversion from conventional lock-step to self-paced, computer-based instruction.
