Book excerpt: Everyday practices of state building interrogates the question about how to reinstate movement to our conceptualisation of state formation in Africa at a time in which the continent witnesses profound social and political transformations inscribed in increasingly globalised and localised dynamics. The book revisits key theories of the state adopting a detailed empirical approach that studies how state power operates in the everyday. It locates the mutual constitution of state and society in the wide set of scalar processes that articulate how state power structures social life and, simultaneously, creates the conditions of possibility for new openings and social formations. Drawing on five qualitative fieldworks in Ethiopia between 2006 and 2018, the book identify some important challenges that the ruling Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) has encountered in institutionalising power through the developmental state, an ambitious model of state-mediated economic liberalisation intended to fulfil the broader re-organisation of the Ethiopian state along Ethnic Federalism since 1991. The case studies discuss how policies of resettlement, decentralisation, agriculture commercialisation, entrepreneurship, and industrialisation, inscribed dynamics of inclusion and exclusion in both rural and urban areas. Against these profound transformations beneficiaries casted new meanings to land, place, and work along struggles to secure reproduction. Interrogating the notions of scale and performativity, the book revisits dominant approaches that in African studies read state formation along centre-periphery relations, and ascribe cultural interpretations to the work of state power in the everyday, ultimately contributing to important discussions about authoritarianism and ethnonationalism in contemporary Ethiopia. Oxford Studies in African Politics and International Relations is a series for scholars and students working on African politics and International Relations and related disciplines. Volumes concentrate on contemporary developments in African political science, political economy, and International Relations, such as electoral politics, democratization, decentralization, the political impact of natural resources, the dynamics and consequences of conflict, and the nature of the continent's engagement with the East and West. FBOs are, however, still insufficiently integrated in the development discourse and often operate under the radar of international and multilateral donors. This can be to a large extent reasoned by the fact that very little empirical research has hitherto been undertaken to assess the impact of FBO activities in Ethiopia. Upon this background, this study contributes to the debate among practitioners and researchers on the actual and potential contribution of FBOs to development in Ethiopia. This is exemplified by the work of the Ethiopian Kale Heywet Church (EKHC) in rural areas of southern Ethiopia in the thematic fields of schooling, ecological balance and food security. Cross-sectional and case study designs form the principal approaches used in the study; both quantitative and qualitative methods were used.

Even within Ethiopia, the second largest country at the Crossroads of Africa and the Middle East, different narratives emerge from analysis of longitudinal, micro-level analysis as to how demographic change and responses are occurring, some more rapidly than others. The book compares Ethiopia with other Africa countries, and demonstrates the uniqueness of an African-type demographic transition: a combination of poverty-related negative factors (unemployment, disease, food insecurity) along with positive education, health and higher age-of-marriage trends that are pushing this ruggedly rural and land-locked population to accelerate the demographic transition and stay on track to meet most of the MDGs. Frequently, both economic stagnation and economic growth are translated into suffering for those who live in the countryside. Many people are aware that there is a crisis of livelihoods in sub-Saharan Africa, but the understanding of that crisis rarely transcends simple conceptions of food or environmental crisis or the inadequacy of states: the ubiquity of crisis is rarely comprehended. This book addresses the pressing question of rural poverty. It examines the diverse human implications of rural change, the various crises of rural livelihoods which arise from change, and the survival strategies of individuals and households. It describes the great processes of agrarian transformation which have fundamentally altered rural livelihoods in developing countries and identifies some of the dilemmas for public action which arise from agrarian transformation and the crises of rural livelihoods. This study revolves around a case study conducted by the author in the awraja (district) in the Ambassel Wollo province in northeastern Ethiopia. This is in the region that was hit hardest by the 1984-85 famine, which Rahmato calls "the worst tragedy rural Ethiopia had ever experienced". The author also critically examines other literature on famine response. The focus of this study is on what happens before famine comes, and how the peasants prepare for it. From a wealth of evidence, the author concludes that the seeds of famine are sown during the years of recovery.
