Book excerpt: In Economic Development and Transition, renowned development economist Justin Yifu Lin argues that economic performance in developing countries depends largely on government strategy. If the government plays a facilitating role, enabling firms to exploit the economy's comparative advantages, its economy will develop successfully. However, governments in most developing countries attempt to promote industries that go against their comparative advantages by creating various kinds of distortion to protect nonviable firms in priority industries. Failing to recognize the original intention of many distortions, most governments in transition economies attempt to eliminate those distortions without addressing firms' viability problems, causing economic performance to deteriorate in their transition process. Governments in successful transition economies adopt a pragmatic dual-track approach that encourages firms to enter sectors that were suppressed previously and gives necessary support to firms in priority industries before their viability issue is addressed.

The author considers the transitions of two types of institutions: The first is external; it is legal-administrative systems with staff and buildings. The political system and the economic system are considered. The second consists of traditions and beliefs. Here corruption and religiosity are considered. Contrary to the claim that institutions are causal to development, this book demonstrates that the main direction of causality is from income to institutions. As countries get wealthy, they become secular democracies with low corruption and a mixed economic system. In this impressive coda, Paldam shows that the evolution of institutions is not causal to the economic growth process but rather follows it.

From below, they address the four major crises creating a ‘perfect storm’ for societies and economics involving: the climate change crisis; the energy crisis; the banking and financial crisis; and the global economic crisis. This book analyses and proposes ways in which regional economies, in particular, are having to be ‘reframed’ to address these crises. First, many must evolve in new ways, possibly moving back from the ‘service economy’ towards a new, greener form of manufacturing of goods as well as services. Accordingly, regional economies are innovating in new ways. Amongst these are the quest for ‘relatedness’ within their own regional orbits, and promoting ‘modularity’ as a mode of analysis and a policy stance to stimulate innovation across industry and geographical borders. Finally, regional economies and societies are discovering that, from a ‘resilience’ perspective, they must find answers to the higher levels of governance with which they increasingly struggle. In this respect regional economies are in ‘transition’ and regional processes are ‘emergent’. The transition seeks to address the four crises, involving re-balancing, re-directing and re-framing future policy and practice. This book describes many of the novel ‘framings’ involved in understanding the new ways in which this major task is being addressed in theory, policy and everyday practice.

For some time now the terms ‘transition to university’ and ‘first-year experience’ have been at the centre of discussion and discourse at, and about, Australian universities. For those university administrators, researchers and teachers involved, this focus has been framed by a number of interlinked factors ranging from social justice concerns to the hard economic realities confronting the contemporary corporatising university. In the midst of changing global economic conditions affecting the international student market, as well as shifting domestic politics surrounding university funding, the equation of dollars with student numbers has remained a constant, and has kept universities’ attention on the current ‘three Rs’ of higher education — recruitment, retention, reward — and, in particular, on the critical phase of students’ entry into the tertiary institution environment. By recasting ‘the transition to university’ as simultaneously and necessarily entailing a transition of university — indeed universities — and of their many and varied constitutive relations, structures and practices, the contributors to this book seek to reconceptualise the ‘first-year experience’ in terms of multiple and dynamic processes of dialogue and exchange amongst all participants. Even within Ethiopia, the second largest country at the Crossroads of Africa and the Middle East, different narratives emerge from analysis of longitudinal, micro-level analysis as to how demographic change and responses are occurring, some more rapidly than others. The book compares Ethiopia with other Africa countries, and demonstrates the uniqueness of an African-type demographic transition: a combination of poverty-related negative factors (unemployment, disease, food insecurity) along with positive education, health and higher age-of-marriage trends that are pushing this ruggedly rural and land-locked population to accelerate the demographic transition and stay on track to meet most of the MDGs.
