This report takes a spatial approach to study Ethiopia's rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia's rural development strategies.

It shows how a state-dedicated development strategy can destroy the productive capacities of people and their means of livelihood. It is a major new account of Ethiopia's contemporary socioeconomic and political history, and its future development problems and prospects. Ethiopia's most recent history has been marked by a fusion of famine, ecological disaster, and massive poverty. This despite the country's considerable resources: fertile land not yet under intensive cultivation, grazing land underused, and enormous water resources poorly exploited. Little research has been done to explain this incongruity. Girma Kebbede fills in this gap by providing a thorough examination of major socioeconomic and political factors that have kept the majority of the Ethiopian population poor and extremely vulnerable to adverse natural phenomena. The post-revolutionary political and socioeconomic transformation of Ethiopia resulted in the establishment of a highly authoritarian state controlled by a small bureaucratic elite that retained power through force and intimidation, and appropriated surplus by virtue of its control of state power and major sectors of the economy. The author argues that, as a result of the state's ill-conceived development strategies and priorities, and its intrusiveness into all aspects of social and economic life, the country was thrown into a perilous economic condition, with social dislocation and political instability. This book will be of interest to development policymakers, environmentalists, development aid donors, and non-governmental organizations involved in development activities in Africa, as well as to undergraduate and graduate students taking courses in economics, political science, geography, ecology, sociology, and demography.

However, while facile generalizations about the lack of demographic change and lack of progress in meeting the MDGs in sub-Saharan Africa are commonplace, they are often misleading and belie the socio-cultural change that is occurring among a vanguard of more educated youth. Even within Ethiopia, the second largest country at the Crossroads of Africa and the Middle East, different narratives emerge from analysis of longitudinal, micro-level analysis as to how demographic change and responses are occurring, some more rapidly than others. The book compares Ethiopia with other Africa countries, and demonstrates the uniqueness of an African-type demographic transition: a combination of poverty-related negative factors (unemployment, disease, food insecurity) along with positive education, health and higher age-of-marriage trends that are pushing this ruggedly rural and land-locked population to accelerate the demographic transition and stay on track to meet most of the MDGs. Employing qualitative and quantitative analysis, it presents empirical evidence suggesting persistent economic growth. The research highlights improvements in infrastructure, health care, education, poverty alleviation as well reductions in infant mortality rate. The impact of this economic growth has however had led to only slight improvements in the plight of the poor. The author argues that, while significant steps have been achieved with measurable economic gains, there are still undeniable obstacles within the federal system: prevailing patron-client relationships, constraints on state capacity to efficiently and effectively implement policy, and bureaucratic rent-seeking in the provision of public goods. The author concludes that these problems will have to be resolved before Ethiopia’s political economy can achieve the stage of sustainable development

His economics were embedded in the realities of a poor and underdeveloped economy and he focused on the problematics of development from this perspective. His work epitomised a complex and pragmatic approach, and he drew on several schools of economics as well as history, anthropology and sociology in his effort to understand critically the state of Ethiopia. He was equally renowned for his insistence on the inseparability of economics and politics, his quasi-social democratic politics and his role as a public intellectual, concerned with public policy and change. Chole notably concluded that politics rather than economics were the critical explanatory factor in Ethiopia's underdevelopment. This publication brings together a representative sample of his most influential papers and articles written and published over a period of three decades, 1967-1997.

It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr’s book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya.
