Book excerpt: Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. The authors ground their analysis in relevant theory while drawing out implications of their findings for policy and practice.

The aim of the project is to provide a thorough mapping of practices relating to the regularisation of third country nationals illegally resident in EU Member States. Two additional non-EU countries - Switzerland and the US - will also be covered to gain insights in regularisation practices and the impact of regularisations elsewhere. In examining regularisation practices, the project also investigates the relationship of regularisation policies to the overall migration policy framework, including to protection issues and refugee policies. Moreover, the project examines the political position of different stakeholders towards regularisation policies on the national level. Finally, the project examines potential options for policies on regularisation on the European level, incorporating Member States as well as other stakeholders' views on possible instruments on the European level.

Designing the right policies to address immigration requires a deep understanding of its root causes. Why do Africans decide to leave their home countries? While the dream of a better life in Europe is likely part of the explanation, one also needs to examine the prevailing living conditions in the large and heterogeneous sub-Saharan region. This Report investigates the actual role of political, economic, demographic and environmental drivers in current migration flows. It offers a comprehensive picture of major migration motives as well as of key trends. Attention is also devoted to the role of climate change in promoting migration and to intra-continental mobility (two-thirds of sub-Saharan migrant flows start and end within the region). Two country studies on Eritrea and Nigeria are also included to get a closer sense of local developments behind large-scale migration to Europe.

Book excerpt: Du site de l'éditeur: The study explores public health and education provision in Niamey, the capital of Niger, by merging the ethnographic study of public services with an anthropological analysis of the state and of local politics. Based on anthropological fieldwork carried out in a group of neighbourhoods in the periphery of Niamey, the study highlights the political dimensions of public service provision in a local arena where international development interventions and national plans meet local realities and where a wide range of actors and institutions, discourses, meanings, and practices are mobilized in the offering of and the regulation of access to public services. It focuses on the political, economic, and socio-cultural aspects of public service provision, too often hidden behind contemporary buzzwords of development such as community participation and decentralization that dominate global debates about education and healthcare in developing countries. The study brings forth the strategies of urban residents in dealing with daily challenges in the consolidation of service provision and in education and health-seeking trajectories. It shows that access to a satisfactory treatment of illness or a successful school career is premised on the ability to navigate on the medical and education markets, which are made up of a plurality of providers and of official and unofficial costs and transactions. Further, these public services engage different actors such as community committees, traditional chiefs, local associations, the municipality and elected municipal councillors, emergent leaders, NGOs, and international development aid. The study demonstrates that despite the uncertainty of state support in health and education provision and a widespread dissatisfaction with these public services, the image of the state as service provider is reproduced on a day by day basis through local efforts at securing public services.

This highlights how migrants remain forgotten in terms of access to rights. Book excerpt: Unlike most Asian and Latin American countries, sub-Saharan Africa has seen both an increase in population growth rates and a weakening of traditional patterns of child-spacing since the 1960s. It is tempting to conclude that sub-Saharan countries have simply not reached adequate levels of income, education, and urbanization for a fertility decline to occur. This book argues, however, that such a socioeconomic threshold hypothesis will not provide an adequate basis for comparison. These authors take the view that any reproductive regime is also anchored to a broader pattern of social organization, including the prevailing modes of production, rules of exchange, patterns of religious systems, kinship structure, division of labor, and gender roles. They link the characteristic features of the African reproductive regime with regard to nuptiality, polygyny, breastfeeding, postpartum abstinence, sterility, and child-fostering to other specifically African characteristics of social organization and culture. Substantial attention is paid to the heterogeneity that prevails among sub-Saharan societies and considerable use is made, therefore, of interethnic comparisons. As a result the book goes considerably beyond mere demographic description and builds bridges between demography and anthropology or sociology. Book excerpt: This book provides a theoretical and empirical examination of the links between environmental change, land grabbing, and migration, drawing on research conducted in Senegal and Cambodia. While the impacts of environmental change on migration and of environmental discourses on land grabs have received increased attention, the role of both environmental and migration narratives in shaping migration by modifying access to natural resources has remained under-explored. Using a variegated geopolitical ecology framework and a comparative global ethnographic approach, this book analyses the power of mainstream adaptation and security frameworks and how they impact the lives of marginalised and vulnerable communities in Senegal and Cambodia. Findings across the cases show how environmental and migration narratives, linked to adaptation and security discourses, have been deployed advertently or inadvertently to justify land capture, leading to interventions that often increase, rather than alleviate, the very pressures that they intend to address. The interrelations between these issues are inherent to the tensions that exist, in different contexts and at different times, between capital accumulation and political legitimation. The findings of the book point to the urgency for researchers and policymakers to address the structural causes, and not the symptoms, of both environmental destruction and forced migration. It shows how acting upon environmental change, land grabs, and migration in isolated or binary manners can increase, rather than alleviate, pressures on those most socio-environmentally vulnerable. This book will be of interest to students, scholars, and practitioners working on the topics of land and resource grabbing and environmental change and migration. Book excerpt: It now seems incontrovertible (as Alessandra Giannini has demonstrated) that the series of Sahelian droughts that began in the early 1970s were driven by changes in sea surface temperatures and that they were not caused by local land use mismanagement in the Sahel itself. Combined with the apparent re-greening of the Sahel, these findings effectively close a long-standing policy and scientific debate (in which the lead authors of this book participated) on the causes and extent of desertification in the Sahel. The opportunity now presents itself to treat this debate as a historical object lesson in the relationship between science, the formation of public opinion, and international policy-making in the context of climate change. In short, what might the ‘great Sahelian desertification boondoggle’ have to tell us about current attempts to come to grips with climate change?
