This book focuses on particular countries that have faced conflict (civil wars and genocide) and are now in the process of rebuilding their political, economic, social, and educational institutions. The countries that are addressed in the book include: Rwanda, Mozambique, Sierra Leone, Liberia, and the Democratic Republic of the Congo. In addition, there is a chapter that addresses the role of the African Diaspora in conflict and post-conflict countries that include Eritrea, Liberia, and Somalia. The book includes an examination of the various actors who are involved in post-conflict rebuilding and reconstruction that involves internal and external participants. For example, it is clear that the internal actors involve Africans themselves as ordinary citizens, members of local and national governments, and members of non-governmental organizations. This allows the reader to understand the agency and empowerment of Africans in post-conflict reconstruction. Various institutions are addressed within the context of the roles they play in establishing governance organizations such as the Truth and Reconciliation Commission in Sierra Leone, the African Union, chiefs in Liberia, and non-governmental organizations. Furthermore, the external actors who are involved in post-conflict reconstruction are examined such as international non-governmental organizations and the African Diaspora. They both have their own constituents and agendas and can and do play a positive and negative role in post-conflict reconstruction. It is obvious that countries that are addressed in the book are in dire need of financial assistant to rebuild much needed infrastructure that was destroyed during the conflict. All of the countries covered in the book need schools, medical facilities, roads, bridges, airports, ports, and the government does not have the money to provide these. This is where the international non-governmental organizations and the African Diaspora play an important role. The chapters that address these issues are cognizant of their importance and at the same time, the authors realize that sovereignty can be undermined if Africans are not in the forefront of policy and decision making that will determine their future. There are chapters that provide a gendered analysis of post-conflict when it is appropriate. For example, it is clear that women, men, boys, and girls experienced conflict in different ways because of their gender. They all participated in the conflict in various ways. Consequently, the efforts at peace building are given a gendered analysis in terms of what has happened to women and girls in the demobilization and rehabilitation period including an excellent analysis of land reform in Rwanda and how that affects women and members of a certain ethnic group that are often overlooked in the examination of the 1994 genocide. This book provides a very good contribution to the literature on conflict and post-conflict African countries because of its depth and the vast topics it embraces. It provides an analysis of the internal and external actors, the role of gender in post-conflict decision making, and it provides the voices of ordinary Africans who were affected by the conflict, and who are determined to live productive lives.

This book examines the potential of peace infrastructures as vehicles to strengthen and spread progress towards cultures of peace. Peace infrastructures vary hugely in sophistication and level. The examples examined in this book range from tiny structures which help resolve conflicts between individuals and within community organisations, peace committees which serve local communities, peace education and peace club programmes in schools, mediation mechanisms to prevent election violence and to ministries of peace to coordinate government and non-government efforts in peacemaking and peacebuilding. The overall finding is that the development of peace infrastructures at all levels has great potential to build cultures of peace. 1. It is the only book available which documents the experience and potential of nonviolence in post-independence sub-Saharan Africa. 2. It makes a persuasive case for the development of various peace infrastructures in order to make peace sustainable. 3. While the intensity of conflicts in recent years is lower than that observed in the 1990s, the region remains prone to conflicts, with around 30 percent of the countries affected in 2019. In addition to immeasurable human suffering, conflicts impose large economic costs. On average, annual growth in countries in intense conflicts is about 2.5 percentage points lower, and the cumulative impact on per capita GDP increases over time. Furthermore, conflicts pose significant strains on countries’ public finances, lowering revenue, raising military spending, and shifting resources away from development and social spending.

While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

The collapse is marked by the loss of control over political and economic space. A collapsed state can no longer perform its basic security and development functions and has no effective control over its territory and borders. Efforts to avoid drawing other nations into a wider conflict created by the collapse of a state—and creating favorable conditions for reconciliation and reconstruction of a failed state after it has collapsed—present major challenges. In April, 2008 the Cornell Institute for African Development called a symposium on ‘Failed and Failing States in Africa: Lessons from Darfur and Beyond’ to address these critical issues. Key contributions to the symposium are brought together in this volume. Taken together these essays represent a significant discussion on the challenges presented by the presence of failing states within Africa.

Book excerpt: Agricultural Land Redistribution and Land Administration in Sub-Saharan Africa: Case Studies of Recent Reforms focuses on “how” to undertake land reforms in Sub-Saharan Africa, but with relevant lessons for other developing countries. It provides details, with case studies, on how reforms were undertaken to address a pressing and controversial development challenge in Africa – land ownership inequality – and an intransigent development issue – inefficiency and corruption in land administration. An equally important contribution of the book is assessing reforms and highlighting valuable lessons for other countries contemplating reforms. The six case studies collectively cover two main areas of land governance: reforms in redistributing agricultural land and reforms in land administration. The first two case studies discuss reforms in redistributing agricultural land in Malawi and South Africa, part of the southern Africa region where land ownership inequalities rival those in Latin America. The remaining case studies, four in number, are focused on addressing corruption and inefficiency in land administration in a variety of contexts of governance including stable and post-conflict countries.
