Country cases in Africa for the integration of new growth and poverty alleviation policies are presented. Regional aspects of new growth and poverty alleviation strategies are analysed with regard to the case of South Africa. The South Africa of 2007 is a much different country from the South Africa of 1994, the year in which the country held its first democratic election. The country returned to positive per capita growth in the period since 1994. However, large challenges remain - the most glaring being the high levels of poverty and unemployment. Innovative strategies to address these challenges are discussed - incentives for sub-regional economic growth; improving the relationship between growth and employment; enhancing the role of education in the labour market; promoting Broad-Based Black Economic Empowerment; and moving step by step towards a South African welfare state. This Volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Book excerpt: "This paper takes stock of recent privatization trends, examines the extent to which government ownership is still prevalent in developing countries, and summarizes emerging issues for state enterprise reform going forward. Between 1990 and 2003, 120 developing countries carried out nearly 8,000 privatization transactions and raised $410 billion in privatization revenues. Privatization activity peaked in 1997 and dropped off in the late 1990s and, while still at overall low levels, is slowly creeping back. While there are a large number of studies assessing the impact of privatization on enterprise performance and overall welfare, there are no systematic data on the extent to which privatization has changed the role of state enterprises in the economy. Anecdotal evidence suggests that the state's role has been substantially reduced in Eastern and Central Europe and in certain countries in Latin America. But available evidence also suggests that, despite a long track record of privatization, government ownership in state enterprises is still widely prevalent in some regions and countries, and in certain sectors in virtually all regions. The paper shows that the costs of not reforming state enterprises are high and that continued efforts need to be made to improve their performance by improving privatization policies and institutions; adopting more of a case-by-case approach for complex sectors and countries; and exposing state enterprises to market discipline through new private entry and exit of unviable firms and improvements in their corporate governance. As a result of this request, the United Nations System Task Team on the Post-2015 United Nations Development Agenda (UNTT) was established and launched in January 2012. UNTT is co-chaired by the United Nations Department of Economic and Social Affairs (DESA) and UNDP, and is composed of more than 60 entities of the United Nations system, including all the Regional Commissions. Its terms of reference include the formulation of a system-wide vision and road map to contribute to the global debate on the post-2015 United Nations development agenda. In June 2012, UNTT issued a report to the Secretary-General entitled "Realizing the Future We Want for All". The report identifies a future vision based on the core values of human rights, equality and sustainability, and proposes to reorganize a post-MDG framework along four dimensions: (i) inclusive social development; (ii) inclusive economic development, (iii) environmental sustainability, and (iv) peace and security. The report concludes by stressing the need to develop a post-2015 agenda that responds to people's aspirations through "clear, easy-to communicate goals that will help guide coherent policy action at the global, regional and national levels."
