Book excerpt: Development assistance to fragile states and conflict-affected areas can be a core component of peacebuilding, providing support for the restoration of government functions, delivery of basic services, the rule of law, and economic revitalization. What has worked, why it has worked, and what is scalable and transferable, are key questions for both development practice and research into how peace is built and the interactive role of domestic and international processes therein. Despite a wealth of research into these questions, significant gaps remain. This volume speaks to these gaps through new analysis of a selected set of well-regarded aid interventions. Drawing on diverse scholarly and policy expertise, eight case study chapters span multiple domains and regions to analyse Afghanistan’s National Solidarity Programme, the Yemen Social Fund for Development, public financial management reform in Sierra Leone, Finn Church Aid’s assistance in Somalia, Liberia’s gender-sensitive police reform, the judicial facilitators programme in Nicaragua, UNICEF’s education projects in Somalia, and World Bank health projects in Timor-Leste. Analysis illustrates the significance of three broad factors in understanding why some aid interventions work better than others: the area of intervention and related degree of engagement with state institutions; local contextual factors such as windows of opportunity and the degree of local support; and programme design and management. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

However, linking peace with aid by NGOs in most of the cases added more damage in the targeted post conflict countries instead of depleting it. The book describes the results of a study of the role of economic aid within Northern Ireland, through the viewpoints of citizens collected in an opinion poll as well as community group leaders whose projects received funding, funding-agency civil servants and development officers. The study explains the importance of economic and social development in promoting cross-community contact as well as within single-identity communities, and the need for a multitrack intervention approach to transform the conflict in Northern Ireland. It makes an important contribution to our understanding of how economic assistance impacts on a divided society with a history of protracted violence and provides important perspectives on the "peace through development" idea. One of the key unanswered questions relating to economic aid and preventing future violence is that of the significance of external economic aid in building peace after violence. By examining the respondents’ political imagery, this book expands on existing work on economic aid and peace building in other societies coming out of violence. Northern Ireland’s changing social-economic and political context reflects the fact that economic aid and sustainable economic development is a cornerstone of the peacebuilding process. The goal of the book is to provide a foundational knowledge base for students and practitioners about the role of economic aid in building the peace dividend in post-accord societies.
