Stephan Haggard and Robert Kaufman trace the historical origins of social policy in these regions to crucial political changes in the mid-twentieth century, and show how the legacies of these early choices are influencing welfare reform following democratization and globalization. After World War II, communist regimes in Eastern Europe adopted wide-ranging socialist entitlements while conservative dictatorships in East Asia sharply limited social security but invested in education. In Latin America, where welfare systems were instituted earlier, unequal social-security systems favored formal sector workers and the middle class. Haggard and Kaufman compare the different welfare paths of the countries in these regions following democratization and the move toward more open economies. Although these transformations generated pressure to reform existing welfare systems, economic performance and welfare legacies exerted a more profound influence. The authors show how exclusionary welfare systems and economic crisis in Latin America created incentives to adopt liberal social-policy reforms, while social entitlements from the communist era limited the scope of liberal reforms in the new democracies of Eastern Europe. In East Asia, high growth and permissive fiscal conditions provided opportunities to broaden social entitlements in the new democracies. This book highlights the importance of placing the contemporary effects of democratization and globalization into a broader historical context.

Raising the quality of education and skills in South Asia's workforce can play a critical role in catching up to the level of development of the People's Republic of China, the Republic of Korea, and other successful Southeast Asian economies. This study reviews the development of human capital in South Asia and analyzes contributing factors to human development including policies and strategies that countries in South Asia follow.

The volume introduces the problem through an overview of South Asian economies by charting out the contrasting parallels between growth paths and the extent of poverty among workers in the informal sector. Further, it assesses the projected cost of basic social protection in these economies in the context of different (possible) growth scenarios. The second part of the book discusses the experiences from various countries by highlighting work force composition, ratio of workers in the informal sector to total work force, challenges and concerns, available policies and programmes, and finally, the outreach of these programmes. The sub-region indeed accounts for almost one fourth of the world's population, 36 per cent of the world's poor and nearly half of the world's malnourished children. The sub-region's success in implementing the 2030 Agenda for Sustainable Development, however, hinges on addressing current capacity gaps and strengthening the means of implementation. Recognizing the host of challenges faced by the sub-region, UNESCAP has attempted in the present Report, to unpack the 2030 Agenda at the sub-regional level, outlining tangible, high priority and relevant policy actions that are critical to achieve sustainable development in South Asia. The Report identifies seven key priorities that can help accelerate the SDG achievement in South Asia by leveraging the relationships between the Goals. Based on rigorous policy simulations and evidence, it offers insight into ways a regionally coordinated sustainable industrialization strategy could generate more than 56 million new jobs by 2030 in South Asia, and lift 71 million additional people out of poverty, relative to a business-as-usual scenario. It is hoped that this Report will be useful for analysts and practitioners of development policy in the sub-region and beyond, in stimulating a debate on the ways and means of bringing sustainable prosperity to all in the dynamic and population subregion of South Asia.

Such an argument not only marks an important break from the dominant negative perceptions of identity politics but also presents a novel theoretical framework to understand welfare provision.
