Book excerpt: The National Institute on Disability and Rehabilitation Research (NIDRR) is the principal federal agency supporting applied research, training, and development to improve the lives of individuals with disabilities. NIDRR's mission is to generate new knowledge and promote its effective use in improving the ability of persons with disabilities to perform activities of their choice in the community, as well as to expand society's capacity to provide full opportunities and accommodations for its citizens with disabilities. NIDRR prides itself on being proactive in establishing program performance measures and developing accountability data systems to track the progress of its grantees. An electronic annual reporting system is used to collect data from grantees on many aspects of grant operation and outputs. Various formative and summative evaluation approaches have been used to assess the quality of the performance and results of the agency's research portfolio and its grantees. Prompted by the need to provide more data on its program results, in 2009 NIDRR requested that the National Research Council (NRC) conduct an external evaluation of some of the agency's key processes and assess the quality of outputs produced by NIDRR grantees (National Institute on Disability and Rehabilitation Research, 2009a). Review of Disability and Rehabilitation Research presents the results of that evaluation.

Chapter 1 establishes the theoretical underpinnings of social scientific inquiry, provides a foundation in the philosophical, epistemological, and methodological considerations related to the design and execution of rehabilitation research, and discusses the broad purposes of research. Chapter 2 addresses the issues that are preparatory to designing and evaluating this research, the sources of research ideas, and translating these ideas into research hypothesis, identifying variables, and sampling issues. Chapter 3 discusses key measurement and statistical concepts used in the quantitative research tradition, including reliability and validity of measurements instruments, the purposes of descriptive and inferential statistics in analyzing numeric data, and provides an expanded section on methods of statistical analysis. Chapters 4 and 5 reviews ethical issues and guidelines for the design, implementation, and reporting of rehabilitation research, drawing valid inferences from results, and generalizing findings from the research sample to the target population. Chapters 6, 7, and 8 review the wide range of different quantitative, qualitative, and integrative approaches to doing rehabilitation research, and provides examples from the recent rehabilitation literature. Book excerpt: The Social Security Administration (SSA) has been engaged in a major effort to redesign the process for determining disability for cash benefits and medical assistance under its Social Security Disability Insurance (SSDI), Title II of the Social Security Act and the Supplemental Security Income (SSI), Title XVI of the Social Security Act. Because of the complexity and far-reaching impact of its efforts, SSA concluded that the redesign effort requires extensive research, testing, and validation, as well as further development of some of its components before national implementation. The effect of the new determination process on the number and characteristics of future beneficiaries also needs further study. The agency asked the National Academies to provide ongoing independent and unbiased review of, and recommendations on, its current and proposed research as it relates to the development of a revised disability decision process including the approach, survey design, and content of the complex multiyear Disability Evaluation Study (DES). The present report is the third in a series of short interim reports of the National Academies' Committee to Review the SSA's Disability Decision Process. This third interim report relates directly to one of the contract tasks-review of the design, approach, and content of the DES, as proposed by SSA's contractor for the survey, Westat, Inc. This report is limited to a brief review of the sample design (including that of the pilot study), instruments and procedures, and response rates goals developed by Westat and provided by SSA in June 1999 to the committee for its review and recommendations. It also comments on the proposed timeline for initiation of each phase of the survey.
