Book Improving Motor Carrier Safety Measurement

Download or read book Improving Motor Carrier Safety Measurement written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2017-10-01 with total page 183 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every year roughly 100,000 fatal and injury crashes occur in the United States involving large trucks and buses. The Federal Motor Carrier Safety Administration (FMCSA) in the U.S. Department of Transportation works to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA uses information that is collected on the frequency of approximately 900 different violations of safety regulations discovered during (mainly) roadside inspections to assess motor carriers' compliance with Federal Motor Carrier Safety Regulations, as well as to evaluate their compliance in comparison with their peers. Through use of this information, FMCSA's Safety Measurement System (SMS) identifies carriers to receive its available interventions in order to reduce the risk of crashes across all carriers. Improving Motor Carrier Safety Measurement examines the effectiveness of the use of the percentile ranks produced by SMS for identifying high-risk carriers, and if not, what alternatives might be preferred. In addition, this report evaluates the accuracy and sufficiency of the data used by SMS, to assess whether other approaches to identifying unsafe carriers would identify high-risk carriers more effectively, and to reflect on how members of the public use the SMS and what effect making the SMS information public has had on reducing crashes.

Book Safety Effectiveness Evaluation

Download or read book Safety Effectiveness Evaluation written by United States. National Transportation Safety Board and published by . This book was released on 1981 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Transportation Safety Board, at the request of the Senate Appropriations Committee, has just completed a safety effectiveness evaluation of Federal and State enforcement efforts in the area of bulk hazardous materials transportation by commercial motor vehicle. As a result of this evaluation, the Board found that there are several improvements that should be made to the enforcement activities of the Bureau of Motor Carrier Safety (BMCS) in the Federal Highway Administration (FHWA). In its evaluation, the Board staff interviewed BMCS officials in the headquarters office and in eight of the nine FHWA Regions. In addition, the Board staff interviewed State enforcement officials in 24 States, including 3 of the 4 States participating in the BMCS "Commercial Motor Carrier Safety Inspection and Weighing Demonstration Program." Because the BMCS enforcement of the motor vehicle-related Federal Hazardous Materials Regulations is not separate from its enforcement of the Federal Motor Carrier Safety Regulations, the Board found that, in general, the same deficiencies undermine the effectiveness of both efforts. Thus, the major findings of the Board concerning BMCS enforcement apply equally to enforcement of the motor vehicle-related Federal Hazardous Materials Regulations and the Federal Motor Carrier Safety Regulations.

Book Commercial Motor Vehicle Driver Fatigue Long Term Health and Highway Safety

Download or read book Commercial Motor Vehicle Driver Fatigue Long Term Health and Highway Safety written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2016-09-12 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are approximately 4,000 fatalities in crashes involving trucks and buses in the United States each year. Though estimates are wide-ranging, possibly 10 to 20 percent of these crashes might have involved fatigued drivers. The stresses associated with their particular jobs (irregular schedules, etc.) and the lifestyle that many truck and bus drivers lead, puts them at substantial risk for insufficient sleep and for developing short- and long-term health problems. Commercial Motor Vehicle Driver Fatigue, Long-Term Health and Highway Safety assesses the state of knowledge about the relationship of such factors as hours of driving, hours on duty, and periods of rest to the fatigue experienced by truck and bus drivers while driving and the implications for the safe operation of their vehicles. This report evaluates the relationship of these factors to drivers' health over the longer term, and identifies improvements in data and research methods that can lead to better understanding in both areas.

This book was released on 1992 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Transportation Federal Highway Administration (DOT) conducts motor carrier safety evaluations for the purpose of determining a motor carrier's safety fitness rating. Because it was believed that DOT or the State of New Mexico may not recognize UC/LANL exempt status and desire to inspect its transportation system and evaluate compliance with applicable laws and regulations, the lab contracted Garrison Associates to conduct a simulated motor carrier safety evaluation. This report enumerates the goals of this evaluation relevant to the Hazardous Materials Transportation Uniform Safety Act (HMTUSA) of 1990. The report describes the methodology of the evaluation and lists observations in order of importance.
