The paper identifies that early reorganization initiatives, flexible approaches to privatization, and liberal policies towards foreign banks' involvement with the domestic institutions helped to build a relatively strong and increasingly efficient banking system. In many of the transition countries, the transformation effort implied not just changes in procedures but the establishment of a central bank from scratch, a process that involved an important effort, precisely at a time when the whole system was in serious turmoil. While the process of reforms is not yet completed in all the transition countries, an immense amount of progress has been achieved, and many of the transition countries face today monetary and central banking conditions that are close to those of Western economies. In this volume, we collect a number of important contributions that discuss the most burning aspects of the current debates on central banking and monetary policy and draw implications for the postsocialist transition economies. The various papers included in the volume deal with a broad set of related issues, which are highly relevant not just for transition economies but for other emerging markets and for advanced economies as well. The subjects covered in the book are divided into seven major categories (Sections II to VIII), some of which overlap.

In addition, the work explores the key bank-specific factors that explain the inter-bank variations in efficiency and productivity growth. Overall, the empirical results of this work allow us to ascertain whether the gradualist approach to reforming the banking system in a developing economy like India has yielded the most significant policy goal of achieving efficiency and productivity gains. The authors believe that the findings of this book could give useful policy directions and suggestions to other developing economies that have embarked on a deregulation path or are contemplating doing so.

In fact, they constitute a unique historical example with a large set of economies undergoing this extremely drastic systemic change within a very short period of time. The adoption of a new model based on free market economy supports the rebuilding of one Europe which will benefit from high economic and social growth potential as well as political stability and security. One essential characteristic of a free market economy is a high proportion of services. Realizing this quality in the transition economies signifies a great challenge as their service sector was extremely underdeveloped in the planned economies. In this paper, the development of the service sector in the transition economies of Central and Eastern Europe are depicted on the background of the economic characteristics of their socialist past. In this portrayal, both domestic growth and international trade of services will be accounted for. Finally, it will be discussed in which way the service sector represents a strong impetus in the fight against unemployment and hence contributes to a sustainable development in the future.

The conference brought together senior government officials, staff from the European Bank for Reconstruction and Development, the IMF, the World Bank, and academics to answer three questions: How far has the transition progressed in different countries? What factors explain the differences in progress and in economic performance? And what remains to be done? The contributions in this volume cover a broad range of issues relevant to transition: financial stabilization, growth recovery, privatization, banking reform, income inequality, and the changing role of government. Transition countries have made substantial progress in financial stabilization, but progress with structural reforms and institutional development has been distinctly greater in Central Europe and the Baltics than in countries farther to the east. Second, although financial stabilization is essential for renewed economic growth, it is not enough: structural reforms and the development of market institutions must also be sufficiently advanced. Third, while in the next phase of transition the consolidation of stabilization will need to continue, the emphasis will need to shift to several other tasks: carrying through theunfinished structural agenda (especially in lagging countries), accelerating institutional development, addressing egregious cases of income inequality, and dealing firmly with corruption and the growth of vested interests.

The evidence reviewed suggests that foreign-owned banks are more efficient than domestic banks in developing countries, promote competition in host banking sectors, and help stabilize credit when host countries face idiosyncratic shocks. But there are tradeoffs, since foreign-owned banks can transmit external shocks and might not always expand access to credit. The record on the impact of government bank ownership suggests few benefits, especially for developing countries.
