Book excerpt: This paper describes the development of an open, generic automatic vehicle identification (AVI) specification by Castle Rock Consultants (CRC), on behalf of the Heavy Electronic License Plate (HELP) program. HELP is a $10.5 million program aimed at developing a heavy vehicle monitoring and management system combining AVI, weigh-in-motion and automatic vehicle classification technologies with a networked data communications and processing system. The HELP AVI research effort started in 1986 and has recently been completed. The three principal phases of work that madeup the HELP AVI research program are described in the paper. The first of these involved testing several commercial AVI systems in laboratory, test-track and field environments. Data from this phase were then used as the basis for the development of a draft generic specification in Phase 2. A radio frequency technology was selected for the draft specification, since this demonstrated the greatest potential for meeting HELP's needs. The third phase of work involved testing prototype equipment manufactured to the draft specification. The paper discusses work carried out in commissioning and evaluating the prototype AVI equipment in this phase. In addition, the paper describes the definitive HELP AVI specification produced as a result of this final series of tests. This includes discussion of some of the specification's advanced features such as high data rates, two-way communications and in-pavement antennas. The paper goes on to describe some forthcoming applications of the HELP AVI system. The first of these is the Crescent Demonstration Project, which will involve the installation of the fully developed HELP system in six U.S. states and one Canadian province. The HELP AVI specification also forms the basis of the Fastoll automated toll collection system, soon to be installed on the Dulles Toll Road in Northern Virginia.
